Project Manager II Texas Health Resources is looking for a top skilled Agile Project Manager II. 26008127 Project Manager II Is that you? Work location: Texas Health Resources, 612 E. Lamar Blvd, Arlington, TX 76011 This role will provide a combination of virtual and onsite support to multiple Texas Health locations including our hospitals and clinics. Work hours: Full Time Days (Monday – Friday, 8:00am-5:00pm) for 40 hrs/week. (Required) Experience 5 years’ experience in project management required 4 years’ experience in an information technology or healthcare environment (Preferred) Licenses Project Management Professional Certification (PMP) (Required) Or Professional Scrum Master I (PSM I ) or Certified Scrum Master (CSM)(Required) Skills Proficient user of Project Management Tools (such as ServiceNow, SPM, Jira/Confluence, Microsoft Project, and MS Office Tools (Word, Excel, Teams, SharePoint, PowerPoint, Visio) Good understanding of Project Management Body of Knowledge PMBOK disciplines (Integration, Scope, Time, Quality, Human Resources, Communications, Risk Management, and Procurement). What You Will Do The Project Manager II (PM II) role is responsible for providing project management and limited program management guidance for the projects to which they are assigned through the production of plans, documentation of project deliverables, high quality stakeholder communication and adherence to all PMO procedures and processes. The prime responsibility is to ensure assigned projects and programs produce the required deliverables within the defined quality, time and cost constraints and to facilitate realization of the benefits defined for the assigned projects and programs The PM II is an experienced project manager who provides project leadership for all sizes of standard and enterprise level projects and small, non-complex programs. The PM II must have a strong understanding of the standard processes and tools used by the PMO. The PM II will help develop and refine the PMO processes and deliverables and will mentor less-experienced PMs when needed. Agile Project Management (When applicable) Leads Agile projects using Scrum or Kanban, establishing clear roles, sprint cycles, and backlogs to promote transparency and adaptability. Facilitates Agile ceremonies, including daily stand-ups, sprint planning, sprint reviews, and retrospectives to ensure continuous improvement and team alignment. Works with the Product Owners and Scrum teams to identify and document requirements and to develop the Product Backlog. Manages product backlogs in partnership with Product Owners, prioritizing features and tasks to maximize business value and streamline delivery. Utilizes Agile metrics to monitor progress and identify areas for optimization. Works with teams and management to remove impediments that block team progress and addresses risks and dependencies throughout the project lifecycle. Waterfall Project Delivery (when applicable) Creates and continuously updates a Project Management Plan for each project. Develops comprehensive project plans, outlining milestones, dependencies, and deliverables for all phases of the project lifecycle. Ensures that business and technical requirements are documented, validated, and incorporated into project work. Defines and sequences project activities using work breakdown structures and critical path analysis to develop a realistic master schedule. Develops detailed schedules, determines task dependencies, sequences project tasks, and estimates durations using project management tools and templates. Monitors project progress against timelines, proactively addressing any variances to keep projects on track. Manages project scope by defining deliverables and following the appropriate change control process. Monitors and project budgets (when needed), schedules, and resource allocations to ensure successful delivery within scope and constraints. Completes all required project documentation and closes projects in a timely manner when the projects are finished. Project Leadership & Delivery Leads complex projects using Waterfall methodologies and/or Agile (Scrum/Kanban), selecting the most appropriate approach for business needs. Tracks project progress with detailed status reports, performance metrics, and regular reviews, ensuring alignment with organizational objectives. Ensures timely completion of deliverables by proactively identifying dependencies and resolving bottlenecks. Directs activities with vendors, stakeholders and internal teams, facilitating communication and integration efforts to support project execution. Communication & Stakeholder Management Determines appropriate communication plans tailored to diverse stakeholder groups. Provides regular status updates through reports, dashboards, and presentations, highlighting progress, upcoming milestones, and any deviations from baseline. Facilitates meetings with leadership and project teams, setting clear agendas, documenting decisions, and following up on action items to maintain momentum and engagement. Identifies key stakeholders and manages their engagement throughout each project phase. Resource & Time Management Identifies required resources working with the resource managers from the necessary teams to properly deliver the projects. Tracks resource utilization and availability, adjusting resource needs to address bottlenecks. Identifies resource conflicts and works with resource managers to negotiate priorities. Manages the time approval process and track resource utilization against the project plan. Risk & Issue Management Identifies, captures, and monitors project risks and issues throughout the project lifecycle. Manages risk and issue registers and develops mitigation strategies. Manages project scope by defining deliverables and following the appropriate change control process. Tracks and escalates major issues and risks as necessary, facilitating prompt resolution and minimizing project disruption. Vendor Management Establishes and maintains strong vendor relationships, ensuring vendor resources are engaged at the proper time(s) to keep the projects on schedule. Monitors vendor performance and enforces expectations and team culture. Mentorship & Innovation Mentors junior project managers, sharing best practices, tools, and templates. Participates in process improvement initiatives, identifying opportunities for increased efficiency and quality. Fosters a culture of continuous improvement and collaboration within the project management office (PMO).
