Job Location 150 N 18th Ave. Phoenix, AZ 85007 Posting Details Salary: $56,650 Grade: 21 Job Summary The position will serve as a Lead Inspector, ensuring the annual goals and deliverables of the program are achieved. Responsibilities include conducting all retail environment inspections, acting as backup for Program Coordinating duties, assigning inspections to the FDA Tobacco Team, closing out completed inspections, compiling and submitting reports, invoices and inquiry responses to the FDA, attending meetings on behalf of the Program, and submitting vehicle mileage reports. The Lead Inspector will lead trainings for minors, adult coordinators and new FDA staff, and serve as liaison between the program, Community Based Organizations, the Arizona Attorney General's office, and the Counties for statewide inspections. The role requires travel throughout the state, including nights, overnight stays, and occasional weekends. Job Duties Conduct undercover purchase inspections with minors and advertising and labeling inspections for compliance with sections 907(a)(1)(A) and 911 of the Federal Control Act. Manage annual Synar inspection quota and coordinate with the Program's Synar data manager. Complete logs, map inspections, schedule updates, and prepare quarterly reports. Serve as backup Program Coordinator: assign inspections, close out inspections, compile reports, invoices, inquiries, attend meetings, and submit vehicle mileage reports. Conduct training for all subcontractors and staff, coordinate inspection and staffing needs with outside agencies. Perform additional duties as assigned (typically 5–10% of time). Knowledge, Skills & Abilities Knowledge Of: State and Federal tobacco control laws; public health principles, environmental health and regulatory inspection procedures. Regulatory investigation and enforcement experience, ideally in public health, environmental health or tobacco control. Performance Management (PM), Continuous Quality Improvement (CQI) and Lean methodologies. Skills In: Analytical, critical reading and writing skills. Strong communication, organizational and interpersonal skills. Planning and coordinating abilities. Professional certifications such as Registered Sanitarian are an asset. Abilities To: Effectively communicate information orally and in writing. Exercise sound judgment when making compliance and enforcement decisions. Selective Preference(s) Bachelor's Degree in a science related to public or environmental health with 3 years experience in regulatory investigations and compliance enforcement. Pre-Employment Requirements Candidate must have a valid Arizona Driver's License, a clean driving record, be legally authorized to work in the US, be willing to become a commissioned officer of the U.S. Department of Health and Human Services, Food and Drug Administration, and complete all required background checks. They must also be willing to drive and maintain a current valid state‑issued driver's license suitable for assignment duties.
