Working Title: Director of Business Services, Accounting Supervisor Princ Institution: Minnesota State College Southeast Classification Title: Accounting Supervisor Princ Bargaining Unit / Union: 216: Middle Management Association City: MSSE - Winona Campus FLSA: Job Exempt Full Time / Part Time: Full time Employment Condition: Classified - Unlimited Salary Range: $34.71 - $52.18 This position exists to support student learning and success by providing management and supervision of the Southeast’s business office and bookstore staff. Responsibilities include but not limited to: accounting activities that ensure accurate, timely and appropriate financial data to ensure the college in using generally accepted accounting principles; Workday accounting tasks and processes, banking services/cash flow management; management of ISRS security administration; account receivable, accounts payable and procurement management. This position supports fiscal responsibility by developing policies and procedures for all accounting functions to ensure adequate internal controls and compliance with State and Federal laws and regulations. RESPONSIBILITIES AND RESULTS Oversee the financial systems, accounting and projects of the college so that the college’s financial records are accurate. Supervise and coordinate the delivery of accounting services to properly account for all College funds. Maintain accounting records according to applicable State and Federal laws, rules, and regulations in accordance with General Accepted Accounting Principles. Review the posting of transactions to college accounts to ensure appropriate cost centers are used. Coordinate daily functions with business office and bookstore staff to ensure timely completion. Manage all banking services and cash flow for the College and ensure that adequate collateral is in place. Manage accounts receivable functions to ensure the College collects all revenue to which it is entitled. Establish and maintain processes and procedures for all invoices, receipts and collections. Periodically review daily cash reports and deposits to ensure funds are deposited on a daily basis. Supervise the collection of tuition and fees. Monitor referrals of delinquent accounts to Minnesota Department of Revenue to ensure that process is completed in a timely manner every semester. Manage and coordinate the Drop for Non-Payment process to maintain accurate enrollment figures of the College. Supervise and maintain the maintenance of tuition and fee tables each semester to ensure students are charged the proper amount and the appropriate revenue is collected by the College. Oversee the accounts payable function to ensure payments are made timely, for the correct amount and to the appropriate vendors by account payable staff. Monitor the monthly credit card transactions to ensure cost centers and object codes are appropriately allocated to the College chart of accounts. Oversee the procurement process to ensure state contracts and Minn State Campus Service Cooperative contracts used when appropriate. Manage the College insurance program to ensure college property and vehicles are appropriately insured at replace costs. Serves as the College contact with accounting issues with Minn State finance staff, Minn State internal auditors and external auditors, other Minn State institutions and all college staff and students. Assist in the development of the general fund budget, local fund budgets and federal and state grant budgets to support the college’s strategic plan. Assist the Vice President of Finance and Administration in the development and preparation of the annual budget to support the College’s Strategic Plan. Establish and maintain the College accounting hierarchy in the Workday system, specifically cost centers, programs, grants, and projects, that will separately track the financial activity of all College wide funds. Enter applicable Workday security roles, enable ISRS security, and facilitate SWIFT system access for college employees. Evaluate current security for all areas and make necessary changes to ensure compliance with internal and external auditors. Identify problems that occur in utilization of resources during the year and recommend adjusting budgets, expanding budgets, cash transfers, accounting corrections and other effective solutions. Maintain familiarity with the college situation to provide useful consultation to faculty, staff and administration regarding the annual budget by providing diagnosis, interpretations and recommendations. Provide training campus wide to assure responsible parties have the information necessary to manage their accounts. Act as a primary contact with Minn State Accounting Division, Federal and State Auditors, other Minn State intuitions and all college staff and students. Coordinate the Finance implementation of new systems (i.e. Workday replacement of ISRS) for Southeast. Assist in the preparation of financial statements for the College through submission of Minn State requested information during the year-end process. Work with grant program managers to ensure the reporting and reconciliation of federal and state grants. Ensure grant reports are prepared accurately and in a timely manner. Develop proficiency with the Workday Grant accounting process. Develop bookstore, student clubs and resale budgets. Adjust amounts as conditions arise that impact the budget. Develop strategies for continual financial growth in the bookstore. Exercise supervisory authority within a multi campus environment so that employees in the business office and bookstores will effectively perform assigned job duties. Provide leadership, oversight, management and supervision to the college business office and bookstore staff. Establish optimal staffing levels and hours of operations for the business office and bookstores. Recommend, develop and implement supervisory processes for staff including: staff development, continual job clarification activities and motivation and improvement and discipline. Encourage staff to actively participate in college activities and professional development. Recommend the structuring of job responsibilities of employees, directing their service to both internal and external customers. Conduct evaluations of staff under direct supervision. Provide guidance and constructive criticism in accordance with union contracts and college policy. Recommend the review of positions for the purpose of reclassification or establishment of positions. Approve vacation, sick leave requests, overtime and timesheets. Ensure staff receive adequate training to enable them to perform their duties efficiently, accurately and safely. Salary Range: $34.71 - $52.18 Salary Range: $72,474-$104,922 Minimum Qualifications Three years of accounting experience in a complex environment that requires thorough knowledge of appropriation, budgetary and accounting systems, preferably in a public sector setting. Two years of supervisory experience in an accounting or business office, or similar setting. Extensive knowledge of Generally Accepted Accounting Principles (GAAP) sufficient to analyze, interpret and prepare financial information, records and reports, locate errors and implement solutions to procedural or other fiscal problems. Proficiency in Microsoft Word, Excel and Access or similar programs sufficient to prepare correspondence and ad hoc reports that meet the needs of the institution and it constituents. Preferred Qualification Bachelor’s degree in accounting, business management or business administration. CPA license Previous accounting work experience at another Minn State institution Experience in supervision and personnel management sufficient to supervise staff. Thorough knowledge of auditing principles and procedures sufficient to assist in audits. Knowledge of the functions, procedures, organization, laws, and regulations governing non-profit and government accounting for Minn State and State of Minnesota. Working knowledge in accounting or a related field sufficient to indicate familiarity with standard business practices, Federal and State laws, rules and regulations along with the ability to interpret Minn State Board policies and procedures Working knowledge of financial aid accounting and reporting requirements Thorough knowledge of office procedures, practices and equipment. Considerable knowledge of the principles and practices of personnel management Working knowledge of payroll processes and guidelines Knowledge of College bookstore operations or other retail operations.
