Senior Proposal Material Program Manager

Overview Senior Proposal Material Program Manager (MPM) located onsite in Tucson, Arizona. The MPM is accountable for the Supply Chain proposal efforts for the Standard Missile 3 program and reports directly to the SM-3 MPM Proposal Lead. In this matrixed environment, you will oversee proposal strategy through completion of pre-submittal leadership reviews and, after contract award, transition into a production execution environment during execution leadership reviews. Responsibilities Oversee GSC proposal execution performance and reporting. Support program proposal kickoffs and strategy development. Generate and/or collect necessary documentation for successful kickoff. Support RFP kickoffs with the proposal excellence team. Support RFP alignment reviews with suppliers. Identify/generate material R&Os in alignment with bid posture. Approve bid pricing including decrements and budget challenges. Collaborate with execution partners, program managers and senior leadership. Monitor performance metrics and proactively address program and functional issues. Facilitate quick and accurate responses to customer fact-finding questions (FFQs). Evaluate and interpret subcontractor cost and pricing data. Responsible for writing clear and accurate BOEs. Participate in Best Value Source Selections (BVSS) for competitions. Qualifications Typically requires a university degree or equivalent experience with minimum 10 years of relevant experience, or an advanced degree with minimum 7 years of experience. Experience supporting customer proposals. Experience in program management, material program management, procurement, contracts, finance, operations, and/or strategic sourcing. Experience with supply chain qualifications. Preferred Master’s degree in Business Administration, Finance, Supply Chain Management or related. Experience with prime contract requirements and statements of work (SSOWs). Experience in a matrixed organizational structure. Knowledge of FAR and estimating policies and procedures. Experience in customer negotiations. Role Details and Benefits This position is onsite: employees will work primarily onsite. The salary range is 132,400 USD - 251,600 USD.
