Fiscal Incident Support Analyst

This is for Analyst II - FI$Cal Incident Support Analyst This position is located in Yolo County, West Sacramento, CA CAL FIRE is seeking a skilled and detail‑oriented Procurement & FI$Cal Compliance Specialist to support statewide purchasing, payment processing, and emergency incident acquisition activities. Key Responsibilities Serve as a lead and collaborate with team members to ensure departmental compliance with DGS Procurement Division’s Delegated Purchasing Authority Program Ensure compliance with State Controller’s Office (SCO) payment requirements Review and evaluate payment documents in FI$Cal for completeness, accuracy, and proper documentation Apply state and federal procurement laws, regulations, and departmental policies to all purchase activities Enter and manage procurement and asset management data in FI$Cal to meet departmental and control agency reporting requirements Assist management in interpreting and implementing updates to procurement and payment policies Verify budget appropriations in FI$Cal before processing purchase obligations Provide guidance to procurement analysts and payment processors regarding procurement policies, CAL‑Card requirements, and payment procedures Research and respond to staff inquiries on procurement, CAL‑Card, and related processes Incident‑Related Procurement Duties Act as the primary lead for incident‑related purchasing documents, ensuring compliance with incident purchasing requirements Conduct complex incident‑related acquisitions, including CAL‑Card and direct Purchase Order transactions, in support of emergency fire operations Conduct audits and site visits to review processes, documents, and training for compliance Develop and deliver incident procurement training for roles such as Procurement Unit Leader and Purchasing Specialist Maintain up‑to‑date training in FI$Cal requirements across budgets, assets, and accounting Work independently with units statewide on FI$Cal purchasing processes Program & Training Responsibilities Develop, update, and refine resources such as CAL FIRE Handbooks, Certified Purchaser materials, and FI$Cal‑related training content Conduct research and prepare special reports through FI$Cal for procurement, contracts, asset management, and budgeting needs Participate in or lead task groups, stakeholder teams, and departmental cadres Desirable Qualifications Knowledge of DGS procurement rules, CAL FIRE procurement policies, CAL‑Card procedures, and FI$Cal processes Experience with FI$Cal functions across procurement, assets, budgets, and accounting Ability to use Microsoft Suite and other software tools effectively Strong proofreading abilities and attention to detail Excellent communication and customer service skills Why Work for the State of California in Yolo County?
