RESIDENT HOUSING SPECIALIST / SITE MANAGER 

BUENA TIERRA APARTMENTS, GOLETA

FULL-TIME - 62 HOURS BIWEEKLY BENEFITS ELIGIBLE 

Compensation in addition to free residence in unfurnished small one-bedroom apartment with paid utilities. Requires on-site residence in designated Site Manager unit at Buena Tierra Apartments.

DEFINITION : Up to 40 hours per week, the Resident Housing Specialist provides residential on-site property management and case management to low-income individuals and families within Santa Barbara County. Case management at development includes assisting clients with documentation, coordination & communication with housing authority staff, clients and partners. Maintain office hours Monday through Friday as assigned with availability during evenings and weekends for property oversight and light cleaning. Approximate duties breakdown: 31 paid hours per week holding office hours plus up to 9 hours performing light cleaning and property foot patrol in exchange for free residence in a small one-bedroom unit.

SUPERVISION RECEIVED AND EXERCISED :

Receives immediate direction and supervision from the Goleta Housing Manager.

ESSENTIAL FUNCTION STATEMENTS – Essential and other important responsibilities and duties may include, but are not limited to the following:

Essential Functions:

1. Perform property management functions; move-in / move-out inspections, lease enforcement, mitigate neighbor-to-neighbor disputes, serve termination notices, perform housekeeping inspections, and other property management-related duties
2. Respond in a safe and timely manner to all allegations received such as drug-related criminal activity, activities that threaten the health or safety of residents, any gang related activity, violent criminal activity, any sexual offenses, fraud allegations, income discrepancies, household composition and any program participant responsibilities that have been violated. Attend informal hearings pertaining to any of the above allegations.
3. Monitor the complex regularly and report observations to housing management.
4. Report emergencies to the local fire, police and/or Sheriff and contact Housing Manager immediately.
5. Maintain an observation log and regularly monitor a surveillance system.
6. Remain familiar with current U.S. Department of Housing and Urban Development ever changing Federal Regulations as they relate to government-subsidized rental assistance programs.
7. Refer sensitive, highly complex issues to the housing manager for resolution.
8. Collaborate with a network of community agencies to ensure necessary supportive services are provided to residents. Assist clients in obtaining program assistance paperwork and notify supportive services of resident needs as observed.
9. Review data, evaluate applicable rules and regulations, and make determinations of client eligibility for program assistance; review client intake files for accuracy and completeness and process as needed.
10. Conduct initial eligibility certifications and re-certifications.
11. Respond to inquiries, phone calls, correspondence, and e-mail in a timely and responsive manner.
12. Coordinate with Housing Quality Inspections (HQS) team to ensure timely inspections at admission to program
13. Inspect fire extinguishers/Narcan boxes and first aid kits, conduct safety drills, document as required and notify safety coordinator. 
14. Maintain proper maintenance of client files and computer records to ensure accuracy according to HUD regulations and HACSB policies and procedures. This includes renewing contracts for HCV housing participants, including interims and re- certifications/review of income and household composition.
15. Issue parking citations. 
16. Notify resident services department and Housing Manager of resident needs as observed
17. Along with Housing Management effectively mediate and facilitate resolution to tenant complaints 
18. Perform cleaning and litter removal in common areas that may include but is not limited to exterior grounds, community rooms, laundry facilities, washers and dryers, computer rooms, bike storage.
19. Call in work orders to maintenance staff for observed maintenance items that may include but is not limited to walkway lights out, irrigation malfunctions, uneven sidewalks.
20. Meet with contractors, maintenance and housing staff as directed to discuss unit and/or resident issues
21. Ensure effective communication with resident groups; facilitate group meetings, training, newsletters and flyers
22. Prepare community center for resident activities, making sure the facility is clean and secure at the end of the event; attend resident meetings
23. Point of contact after emergency on-call maintenance
24. May be required to serve 3- or 14-day notices to Pay or Quit and testify that notice was served
25. Must have the ability to travel to outer offices as needed.

Experience and Training Guidelines - Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain knowledge and abilities would be:

Experience : Equivalent to two years of property management experience in development of no less than 50 units, law enforcement, and property oversight. Two years of responsible work for a social service agency or another similar community-based organization.

Training : Graduation from high school or GED equivalent with specialized course work in computer software programs, general accounting, real estate, property management, psychology, or social work, law enforcement training. Must successfully complete assigned training within six (6) months of employment with a 70% or greater score.

License or Certificate : Must earn HCV/PBV certification as assigned by management.

WORKING CONDITIONS

Environmental Conditions : Public contact; office environment and on the grounds of assigned development; unit and site visits; supplies used in cleaning. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Physical Conditions : The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job.

Essential and marginal functions may require maintaining physical condition necessary for moving about the development, ascending / descending stairs, sedentary for prolonged periods of time assisted or unassisted; moderate lifting and carrying up to 25 pounds. 

Other requirements : Must meet household composition requirement for residence in unit and meet all requirements of position. 

Ability and continued eligibility to live on site in designated unit and to be available and present to assure security and upkeep.

The position includes an unfurnished small one-bedroom apartment (approx. 416 sq. ft.) with paid utilities to be used as a full-time residence in exchange for property oversight. The dwelling unit has maximum occupancy standards based on the number of bedrooms. Failure to meet job requirements will result in loss of residence as well as loss of employment. On-site staff must follow all agency established policies and house rules for the property.
