Job Description:

  • Critical Projects Implementation (CPI) has an immediate opening for a Technical Program Manager to scale standardized Method of Procedure (MOP) development for data center infrastructure projects.
  • You will be responsible for developing and managing high-quality technical procedures that affect critical capacity delivery across AMER data center sites.
  • The projects require timely execution with the highest degrees of security, performance, availability, and reliability.
  • You will act as a bridge between CPI and DCEO Principal Engineers, site Chief Engineers, and regional stakeholders that rely on our standardized procedures.
  • Other responsibilities include defining MOP requirements, planning delivery timelines, coordinating DCEO reviews, and managing the approval workflow through Policy.
  • The TPM will provide escalation management, anticipate and make tradeoffs, and balance business needs versus technical constraints including safety, quality, and accuracy.
  • We are a dynamic team within CPI that is pioneering an innovative Tier 1 Standard Work pathway to reduce approval timelines.
  • You will have the opportunity to make an impact on where the program goes and directly support S-Team capacity goals.
  • A record of successful delivery of technical procedures from conception through DCEO review and site deployment.
  • Ability to work the business side of projects to drive deployment of standardized MOPs across AMER sites.
  • An entrepreneurial spirit with strong technical writing and program management skills.
  • Ability to work with technical and non-technical stakeholders to get things done.
  • Excellent written and oral communication.
  • Should be familiar with electrical one-line diagrams, panel schedules, circuit verification procedures, and change management workflows
Purpose of the Team and key projects:
  • The Construction Coordination team exists to support the rapid scaling of client data center infrastructure across the Americas region. As Client continues aggressive expansion to meet customer demand, retrofit projects require sophisticated financial coordination to ensure capital is deployed efficiently and projects stay on budget.
  • The team serves as the critical bridge between Area Managers, General Contractors, Legal, and Finance-managing the complex web of work orders, change orders, budget reallocations, and contract modifications that keep retrofit projects moving. Without this coordination function, projects would face delays in approvals, budget misalignment, and compliance gaps that could impact delivery timelines

Task Breakdown and Workflow:
  • Fluctuates every day, changes tasks, combination of works
This 12-month position will serve as the dedicated technical liaison between CPI and Data Center Engineering Operations (DCEO), focusing specifically on:
  • Standard MOP Development : Creating high-quality, repeatable Method of Procedures that meet DCEO engineering standards and can qualify for the Tier 1 Standard Work pathway
  • DCEO Partnership Strengthening : Working directly with DCEO Principal Engineers, site Chief Engineers, and regional stakeholders to ensure technical procedures meet the highest safety, accuracy, and reliability standards
  • Quality & Standardization : Establishing documented technical guidance that reduces variability, captures lessons learned, and creates clear decision frameworks-similar to standardization work being applied from recent program learnings
  • Force Multiplication : Acting as a subject matter expert to support CPI Project Managers across multiple sites, reducing planning phase LOE by >50% through reusable standard MOPs

  • This is a rare opportunity to pioneer a program that doesn't exist yet. You'll be building the foundation for standardized technical procedures that will scale across the entire AMER AWS data center footprint. You're not stepping into a defined process; you're creating the playbook.
  • Your work will directly affect critical capacity delivery across dozens of AWS data center sites. Every standardized MOP you develop will be reused 10-20+ times, multiplying your impact exponentially. You'll see your procedures deployed from Virginia to Oregon, enabling billions of dollars in infrastructure capacity.
  • You'll work at the intersection of engineering excellence and business execution, partnering directly with DCEO Principal Engineers and site Chief Engineers, the technical authorities who set standards for AWS's most critical infrastructure. This isn't just documentation work; it's strategic technical leadership that shapes how AWS delivers capacity.
  • CPI is pioneering the Tier 1 Standard Work pathway, an innovative approach that reduces approval timelines by 85%. You'll have entrepreneurial freedom to define where this program goes, make tradeoffs between technical constraints and business needs, and directly support S-Team capacity goals.
  • You'll work with live data center electrical systems (UPS, generators, switchgear, busway, PDUs, ATSs) where precision matters. This is technical program management in one of the most demanding environments-where your procedures directly impact safety, availability, and reliability for AWS customers globally.
Top Must Have Hard Skills:
  • Technical Writing Excellence for Critical Infrastructure
  • Demonstrated ability to write clear, precise, safety-critical procedures (MOPs, SOPs, work instructions)
  • Experience translating complex electrical/mechanical systems into executable step-by-step guidance
  • Portfolio of writing samples showing technical accuracy and operational clarity
  • Why it matters : Poor documentation in this environment creates safety risks and capacity delays
Nice to haves:
  • Data Center Electrical & Mechanical Systems Knowledge
  • Working knowledge of UPS, generators, switchgear, busway, PDUs, and ATSs
  • Ability to read and interpret electrical one-line diagrams and panel schedules
  • Understanding of electrical safety practices and circuit verification procedures
  • Why it matters : You can't write effective procedures for systems you don't understand; credibility with DCEO engineers depends on technical competence

Years of Experience:
  • 5 years or more industry experience as a technical program manager, project manager, or technical lead in data center or critical infrastructure environments is required
  • 3 years or more working in data center environments including operations, construction, commissioning, or critical facilities.
  • Demonstrated technical writing experience with MOPs, SOPs, work instructions, or technical procedures with writing samples required. Knowledge of data center electrical systems including UPS, generators, switchgear, busway, PDUs, and ATSs and electrical safety practices. Good track record of working effectively across different groups in the organization including DCEO Principal Engineers, MCM Bar Raisers, site Chief Engineers, and CPI PMs.

  • Track record of working effectively across different organizational groups (engineering, operations, construction, policy)
  • Ability to drive consensus among technical experts with competing priorities
  • Skilled at balancing business urgency with technical rigor and safety constraints
  • Why it matters : This role requires coordinating DCEO Principal Engineers, MCM Bar Raisers, site Chief Engineers, and CPI PMs-all strong-willed technical leaders with different perspectives
Hard Disqualifiers:
  • No technical writing samples or inability to demonstrate technical writing capability - This is the core deliverable of the role
  • No data center or critical infrastructure experience - The learning curve would be too steep for a 12-month contract role
  • Inability to work collaboratively or history of poor stakeholder relationships - This role lives or dies on partnership with DCEO
  • Lack of electrical or mechanical systems knowledge - Cannot write credible procedures without understanding the underlying systems
Soft Disqualifiers (Red Flags):
  • Purely project management background without technical depth - This isn't a scheduling/coordination role; it requires technical credibility
  • Preference for working in silos or independently without stakeholder input - This role requires constant collaboration and consensus-building
  • Resistance to iterative refinement or feedback - MOPs will go through multiple DCEO review cycles; ego can't get in the way
  • No experience with safety-critical or high-stakes environments - The risk tolerance and attention to detail required is different from typical corporate environments
  • Inability to balance speed with quality - Business needs fast MOP development, but not at the expense of safety or accuracy
Performance Indicators:

30-Day Success Metrics:
  • Completed onboarding with DCEO Principal Engineers and site Chief Engineers across 3+ regions
  • Reviewed existing MOP library and identified 5-10 high-priority for standardization
  • Delivered first draft standardized MOP through DCEO review process
  • Established working relationships with MCM Bar Raisers and Policy stakeholders
90-Day Success Metrics:
  • Developed and gained DCEO approval for 3-5 Tier 1 Standard Work MOPs
  • Reduced average MOP approval timeline from 14 days to <5 days for standardized procedures
  • Created MOP development framework/template that CPI PMs can use for future procedures
  • Documented lessons learned from initial deployments and incorporated into refinement process
6-Month Success Metrics:
  • Portfolio of 10-15 approved Tier 1 Standard Work MOPs covering high-frequency CPI project types
  • Demonstrated reuse: At least 5 standardized MOPs deployed across multiple sites with minimal customization
  • Measurable schedule acceleration: Projects using standardized MOPs show >50% reduction in planning phase LOE
  • Strong DCEO partnership: Positive feedback from Principal Engineers on quality and collaboration
12-Month Success Metrics (End of Contract):
  • Comprehensive library of 20-30 standardized MOPs covering majority of AMER CPI project portfolio
  • Documented MOP governance process and Standard Work pathway criteria for future use
  • Training materials and knowledge transfer completed for CPI PMs to maintain/expand MOP library
  • Quantified business impact: X weeks of cumulative schedule savings, Y projects accelerated, Z% reduction in rework
  • Scalability demonstrated: Framework ready for expansion to APJC and EMEA regions
Qualitative Success Indicators:
  • DCEO Principal Engineers proactively recommend candidates for standardization
  • Site Chief Engineers request standardized MOPs for their projects
  • CPI PMs cite standardized MOPs as force multipliers in project execution
  • Policy stakeholders view CPI as a model for technical procedure quality
Degree/ Certification Requirements:
  • An undergraduate or graduate degree in Electrical Engineering, Mechanical Engineering, Facilities Management, or related technical field, or equivalent industry experience
