Job Title SOS Internal Auditor V (JP26-044) Overview Performs highly advanced and/or managerial (senior‑level) auditing work, examining, investigating, and reviewing internal records, reports, financial statements, and management practices to ensure legal compliance with state statutes and internal regulations, and providing internal audit and advisory services to improve governance, risk management, and control processes. Works under minimal supervision with extensive latitude for initiative and independent judgment. Responsibilities Develop audit scopes, programs, objectives, procedures, and deliverables that test controls. Develop standardized audit procedures and office guidelines aligned with professional internal audit standards. Review audits for completeness, compliance with standards, uniformity in method, and adherence to statutes, departmental rulings, and legal decisions. Monitor changes in professional standards, pronouncements, and federal audit requirements and notify management and audit staff. Assess processes and programs for potential fraud or ethical concerns. Recommend and advise management on changes in business processes, information systems, and accounting or management procedures. Present audit reports and results to departmental, divisional, and executive leadership. Conduct follow‑up assessments to determine implementation status of recommendations. Prepare audit reports, including drafting, reviewing, and finalizing reports with staff comments and management responses. Implement annual audit plans and coordinate audit work to ensure timely completion. Serve as liaison to external auditors, organizations, and law enforcement agencies and coordinate management responses. Ensure compliance with the Texas Internal Auditing Act. Perform advisory, investigative, and consulting services as necessary. Perform all other duties as assigned. Qualifications Experience and Education Graduation from an accredited four‑year college or university with a degree in business administration, government, public administration, or related field, or a professional degree. Ten (10) years of experience working as an internal auditor (full‑time or prorated part‑time). Certification as a Certified Public Accountant (CPA) and/or Certified Internal Auditor (CIA). Knowledge, Skills, and Abilities Extensive knowledge in the field of auditing and auditing practices and procedures. Working knowledge of automated information tracking systems. Knowledge of state government, local, state, and federal laws and regulations relevant to program areas, and of public administration and management principles. Proficiency with personal computers and relevant software applications. Knowledge of the legislative process, including analysis and interpretation of legislation. Strong verbal and written communication skills. Ability to plan work procedures, make complex decisions, and interpret agency‑enforced regulatory laws, policies, and procedures. Ability to compose clear and concise audit reports, gather and analyze audit information, evaluate accounting and management operations for accuracy and legal conformance, accurately complete audit working papers, communicate effectively, and train others. Ability to maintain effective working relationships within and outside the agency and coordinate and communicate effectively.
