Procurement Specialist

Job Title

The duties of this position include:

• Procuring supplies, equipment, services, and furnishings from government and non-government sources through new contracts, competitive bids, or existing government contracts. Planning and coordinating time and delivery of purchases.
• Researching and evaluating vendors, preparing contract specifications, obtaining and reviewing bids, and negotiating the terms and conditions of contracts.
• Assessing requests for goods and services by ensuring they are allowable under limitations, restrictions, and policies, as well as determining the availability of funds.
• Negotiating with vendors for the best price over contracted services and purchases. Coordinating with selected vendors on supply and delivery of purchased items. Communicating, evaluating, and monitoring contract performance to ensure completion with contracted obligations; assisting with clarifying contract requirements and resolving any conflicts. Recommending cyclical replacement of accountable property.
• Serving as court liaison with GSA, court staff, vendors, and contractors on assigned projects.
• Preparing purchase orders and entering obligations into the Judiciary's accounting system.
• Maintaining detailed procurement files which are subject to cyclical financial audits.
• Adhering to the Guide to Judiciary Policy and the court's internal control process.
• Completing contracting officer training, pursuant to the Judiciary guidelines.
• Small Purchase Credit Card coordinator and related duties.
• Receiving deliveries and verifying against packing slips, invoices, and purchase orders. Entering and updating information on purchase orders and inventory into automated databases.
• Assisting in conducting physical inventory of accountable property.
• Assisting with developing and updating budget/spending plans.
• Assisting with developing documentation for department use.
• Assisting with internal controls compliance, annual self-assessments, and cyclical audits, including auditor document requests and submissions.
• Same day travel to divisional offices may be required.
• Performing other duties as assigned.
