• MIN. HOURLY WAGE: $31.29

This position serves as the Supervisor to the Administrative Assistant Clerk within the Parking Division, overseeing daily financial transactions—including citation payments, permits, and refunds—while providing high-level customer service to walk in customers. The role is responsible for processing, entering, and maintaining all parking department payments, permit applications, citations, and rental vehicle liability transfers, as well as managing the division's mail. Furthermore, this position acts as the Supervisor for the School Crossing Guard program, handling scheduling, training, field observations, and annual recertification to ensure safe school operations.

EQUIPMENT TO BE USED:

• Thorough knowledge of modern office machines including, but not limited to personal computer, calculator, copier, scan, print, fax machine, and various smart phone apps on city phone.
• Able to operate a city vehicle. Able to lift and carry materials up to 25 pounds such as barricades.

• Air-conditioned office.
• Outside in all weather conditions when required.

ESSENTIAL FUNCTIONS:

• Supervise the Administrative Assistant Clerk and the School Crossing Guard program, including training, monitoring, and supporting staff and School Crossing Guards.
• Oversee all monetary transactions in the Parking department including citation payments, parking permits, right-of-way permits, news racks, refunds and daily closeout.
• Collect and process parking ticket payments, enter citation adjustments, and related transactions, closeout daily revenues, and submit the cash edit listing to Revenue.
• Provide customer service and respond to in-person, telephone, and email inquiries regarding parking and parking the department’s operations.
• Process parking permit applications and maintain a list of temporary yellow paper parking hangtags and official green parking permits.
• Manage Key West Connect requests that concern parking.
• Enter all hand-written citations issued by KWPD into our system.
• Process liability transfers for parking citations for rental vehicle agencies.
• Process all mail for the parking department.
• Maintain School Crossing Guard schedules and communicate school information to Guards such as times and dates of school.
• Serve as certified Crossing Guard trainer, assist with annual certification (typically as a field trainer), and perform required field observations of School Crossing Guards.
• Serves as the Senior Administrator / Right of Way Coordinator’s as needed.
• Research Florida license tags for possible violations through State of Florida “DAVID” (Driving and Vehicle Information Database) system.
• Review and investigate complaints concerning parking citations.
• Follow up on nonpayment of parking tickets including immobilization, registration holds and towing.
• Processes liability transfers for parking citations for rental vehicle agencies
• Operate a city vehicle.
• Performs other job-related duties as assigned.

REQUIRED KNOWLEDGE/SKILLS/ABILITIES/QUALIFICATIONS:

• Ability to read, write, speak and understand English in order to communicate effectively and courteously with the public, staff, and other parking related companies via telephone, in person, by phone and in writing.
• Ability to use equipment and/or materials necessary to perform in this role.
• Able to be firm, professional, fair and courteous to customers in all situations.
• Able to work outside in all types of weather.
• Able to work standing and walking for up to 4 hours when required.
• Able to hold crossing guard stop paddle and use whistle.
• Maintain valid Florid driver’s license and operate a city vehicle.
• Thorough knowledge and ability to demonstrate skill in Microsoft Word and Excel and various City Software programs such as OptiView and one solution.
• Ability to work independently, within scope of existing city and departmental rules.
• Knowledge of, or ability to learn appropriate municipal codes, ordinances and laws, as well as any others requirements applicable to the parking department and School Crossing Guard program.
• Skill in analyzing information and drawing valid conclusions.
• Ability to work cooperatively with fellow employees, supervisors and the public.
• Highly organized and detail oriented.
• Strong organizational skills and attention to detail, including the ability to multitask, manage schedules, and meet departmental deadlines.
• Ability to supervise, train, monitor, and support staff and School Crossing Guards.
• Bilingual preferred

MINIMUM QUALIFICATIONS:

• High school graduate or equivalent
• Three years’ supervisory and administrative experience
• Two years’ working with the public in a service capacity
• Possess Certified School Crossing Guard trainer certification or ability to complete FDOT’s School Crossing Guard Trainer course within 1 year of hire
• Possess and maintain a valid Florida driver’s license
• Typing speed of 30 correct words per minute
• Available to work a forty (40) hour work week and occasional overtime when necessary
