Asstant Director Public Works - Operations & Information Services

JOB SUMMARY

Under nominal direction, responsible for administering, planning, organizing, and directing the activities of the Street Maintenance, Traffic Operations, Stormwater Operations, and Information Services Divisions of Public Works.

ESSENTIAL FUNCTIONS

• Develop, plan, and implement maintenance programs for Streets, Traffic, and Stormwater Operations to ensure effective use of City funds and personnel.
• Develop and direct the implementation of long‑range planning for the street maintenance sales tax program and traffic signal construction needs.
• Develop and manage long‑range plans for the Information Services team to meet departmental technology needs by directing, assigning, and managing department hardware and software requirements. Oversee the City’s comprehensive pavement management system, work order and asset management systems, traffic management systems, and multiple additional software platforms.
• Coordinate with other departments to prevent project overlap, including participation in the Capital Improvement Program (CIP) Committee.
• Select, train, discipline, evaluate, and supervise three management-level positions with responsibility for a work groups comprised of 112 professional and technical employees.
• Prepare, coordinate, administer, and monitor operating budgets for various funding sources, including the annual Street Maintenance Sales Tax Fund ($27M), General and Stormwater Funds ($9.5M), and applicable bond and grant funds.
• Direct, plan, prepare, and manage emergency operations response for the Public Works Department during severe weather, flooding, snow and ice events, and other emergencies. Act quickly and decisively, with authority to close roadways to ensure public safety.
• Prepare emergency response reports for the City Manager’s Office, City Council, Office of Emergency Management, and other departments, and provide emergency communications to local media outlets.
• Coordinate closely with the Office of Emergency Management and Fire and Police Departments within National Incident Management System guidelines.
• Serve as liaison to regional Public Works agencies through the North Central Texas Council of Governments (NCTCOG) Public Works Emergency Response Team (PWERT) to facilitate mutual aid to other municipalities.
• Provide technical assistance and information to the Director, including the preparation and presentation of clear, concise reports to the City Council and other stakeholders on Streets, Traffic, and Stormwater Operations, including Emergency Operations Response.

OTHER JOB FUNTIONS

• Serve as acting Department Director during short-term absences of the Director.
• Provide information directly to the City Manager and City Council in the Director’s absence.
• Communicate objectives with City Council, departments, contractors, citizens, and citizen groups.
• Serve as Department Emergency Response Coordinator.

MINIMUM QUALIFICATIONS

Knowledge, Skills, and Abilities

• Knowledge of the principles and construction practices of Street, Traffic, and Stormwater Maintenance. Knowledge of the principles and practices of Information Services including the pavement management program, Cartegraph work order management system and various other programs.
• Knowledge to act within the protocol of the National Incident Management System for emergency response.
• Knowledge of the Texas Manual of Uniform Traffic Control Devices regarding laws and regulations of traffic signals, road signs, barricades, road markings, emergency management signage and traffic control. Knowledge of federal and state regulations and requirements associated with street sales tax funding.
• Knowledge of general practices associated with development and tracking of municipal, capital and program budgets.
• Skill in developing emergency response SOP’s and objectives for the Department, including coordination with various outside agencies.
• Skill in formulating program goals and objectives and identifying appropriate resources and activities to meet the goals and objectives.
• Skill in planning, organizing, monitoring, and coordinating multiple projects.
• Skill in communicating with City Council, various other boards and commissions, federal and state agencies, departments, citizens, and citizen groups.
• Ability to develop, oversee, project, and monitor budgets, including street sales tax, general fund, bond fund, grants, and revenues.
• Ability to analyze complex problems, recommend alternative solutions and develop action plans to implement the chosen solution.
• Ability to act independently on department issues and exercise broad discretion. Ability to operate a motorized vehicle.
• Ability to exercise discretion and independent judgment and coordinate multiple tasks effectively. Ability to effectively communicate technical information.
• Ability to assign, monitor and supervise the work of subordinate personnel and to establish and maintain effective working relationships with co-workers and the public.
• Ability to work in an indoor or outdoor environment.
• Ability to operate a motor vehicle safely with the public in all conditions.

MINIMUM QUALIFICATIONS

• Bachelor’s degree in Business, Management, Public Administration, or related field.
• Five years’ experience in a technical position involving streets, traffic, stormwater, or information services.
• Five years’ experience in a supervisory position.
• Any equivalent combination of education and/or experience.

• Possession of a valid Texas Class C Driver’s License, Class C.
