Grants Coordinator

The City of Antioch is seeking a highly organized, resourceful, and strategic professional to serve as its next Grants Coordinator. This position will play a critical role in researching and identifying grant funding opportunities, pursuing new revenue sources, coordinating grant applications, and managing the administration and compliance of awarded funds in support of the City's priorities. The ideal candidate will bring strong research, communication, project management, and analytical skills, along with a proactive approach to securing resources that enhance City programs, services, and community initiatives.

Under general supervision, the Grants Coordinator performs professional-level work in the research, identification, development, coordination, administration, monitoring, and compliance of federal, state, regional, local, and private grant-funded programs and projects. Responsibilities include identifying funding opportunities, coordinating grant development efforts across city departments, preparing and submitting competitive grant applications, administering awarded grants, monitoring compliance and performance outcomes, and providing technical expertise related to grant funding and resource development. Serves as the city's subject matter expert on grant opportunities, funding strategies, and grant compliance.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  1. Research, identify, and evaluate federal, state, regional, and private grant opportunities that align with City priorities, strategic initiatives, and departmental needs. Coordinate with the City Attorney's Office, funding agencies, and other stakeholders to ensure grant agreements, contracts, and related documents comply with legal and programmatic requirements.
  2. Recognize that certain departments may independently administer and monitor their own grant programs; serve as a centralized resource to support grant research, coordination, tracking, and implementation assistance while departmental grant managers retain primary responsibility for program administration and compliance oversight.
  3. Provide guidance and recommendations to management regarding grant funding opportunities, grant priorities, program eligibility requirements, and strategies to maximize external funding resources. Develop and maintain a centralized grant management and tracking system to monitor grant opportunities, application status, award activities, reporting requirements, compliance deadlines, expenditures, and project milestones.
  4. Monitor grants administered through this position for compliance with applicable federal, state, local, and funding agency requirements; assist departments with reporting, recordkeeping, and grant closeout activities. Coordinate and support the implementation of grant-funded programs and projects, including project planning, stakeholder engagement, budget coordination, and interdepartmental collaboration to achieve grant objectives.
  5. Collaborate with City departments to assess funding opportunities, coordinate grant development efforts, and provide technical assistance in the preparation of grant applications, proposals, budgets, and supporting documentation.
  6. Prepare, coordinate, and submit grant applications and related materials, including budgets, environmental reviews, performance measures, compliance documentation, and other required grant records, as assigned. Prepare and deliver reports, presentations, and updates to City management, City Council, commissions, funding agencies, community stakeholders, and other governmental or regional partners regarding grant activities and funding opportunities.
  7. Perform related duties as assigned.

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties. Knowledge of:

  • Principles of proposal and grant application, and practices of grants management, grant lifecycle administration, program budgeting and compliance oversight
  • Grant record keeping, research methodologies, funding opportunity databases, grant management software, and funding platforms, including but not limited to Grants.gov, SAM.gov, eCivis, Foundation Directory Online, and other federal, state, regional, and philanthropic funding portals used to identify, pursue, and manage grant opportunities.
  • Methods and techniques of project activity management/coordination.
  • Research methods, statistical analysis, and data collection techniques used in grant development and program evaluation, public sector budgeting, mathematics, fiscal accountability, and performance measurement
  • Federal Uniform Guidance (2 CFR Part 200) and applicable federal grant regulations.
  • Experience administering HUD programs (CDBG, ESG, HOME), DOJ, Cal OES, CalVIP, transportation, environmental, public safety, or infrastructure grants is highly desirable.
  • Federal and state grant requirements/regulations and grant processes, types and functions of local non-profit social service agencies and activities, affordable housing programs, issues, and resources
  • Principles and practices of effective communication, written communication, and group dynamics, use of a personal computer and software applications

Ability to:

  • Proactively research, identify, and pursue federal, state, regional, philanthropic, and private funding opportunities to maximize resources and advance City priorities, programs, and capital projects, interpret and apply appropriate regulations, administer and monitor contracts and grant funds, complete assignments in a timely and accurate manner, exercise initiative and creativity in performing assigned duties.
  • Analyze data, develop strategies, write complex reports, prepare, develop, and deliver clear, effective, and professional presentations to City Council, commissions, community groups, funding agencies, executive leadership, and other stakeholders regarding grant programs, funding opportunities, compliance requirements, program outcomes, and recommendations.
  • Maintain accurate records, files, databases, and documentation while ensuring compliance with grant requirements and auditing standards. Exercise sound judgment and adaptability in managing complex projects, competing priorities, and critical deadlines while maintaining exceptional quality and compliance standards.
  • Communicate clearly, concisely, and effectively, both orally and in writing, with a wide range of stakeholders, including City leadership, community organizations, funding agencies, and members of the public.
  • Develop and maintain effective working relationships with City staff, elected officials, community organizations, funding agencies, consultants, and external partners. Articulate both sides of an issue and define consensus among competing interest groups to solve complex problems.

Education and Experience Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

  1. Bachelor's degree from an accredited college or university with major course work in public administration, business administration, political science, public policy, urban studies, social sciences, communications, finance, or a related field; or
  2. a high school diploma/GED and four (4) years' experience coordinating grant development and administration.

Experience:

  1. Three (3) years of increasingly responsible professional experience in grants development, grants administration, compliance monitoring, public administration, community development, housing, economic development, fiscal management, program management, policy analysis, or a related field.

License: Possession of a valid California driver's license. For out-of-state candidates, we will accept an out-of-state driver's license at the time of application; however, a valid California driver's license must be obtained by the time of appointment.

Environment: Work is performed primarily in a standard office setting, with some travel to different sites; incumbents may be required to work extended hours including evenings and weekends and may be required to travel outside City boundaries to attend meetings. Must be willing to attend meetings, seminars, and workshops outside of normal working hours. May be required to work overtime. May be required to work weekends.

Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information. Other duties not described may be assigned to employees in order to meet changing business needs or staffing levels but will be reasonably related to an employee's position and qualifications. Other duties outside of an individual's skill level may also be assigned on a short-term basis in order to provide job enrichment opportunities or to address emergency situations.
