Human Services of Faribault & Martin Counties is hiring for a full-time Director of Human Resources (Assistant to the Executive Director classification). This vacancy is in our Fairmont, MN Human Services Center. 2026 Pay Range: $56,232 - $114,708

The HSFMC comprehensive benefit package includes health insurance (including option for high-deductible health plan) with employer sharing in cost, employer-paid $20,000 term life insurance, earned sick and safe time, generous paid leave policy, and 11 paid holidays each year. As a public employer, we provide a defined benefit annuity through PERA (employer contributes 6.5% plus 1%; employee contributes 6.5%). Role Description

Human Resources Director is a full-time, on-site position located in Fairmont, MN, and is responsible for leading and overseeing all HR functions for the agency. This role manages the development, implementation, and communication of HR policies and procedures, ensuring compliance with state and federal regulations. The Human Resources Director provides guidance on employee relations, conducts investigations, and advises supervisors on performance management, corrective action, and conflict resolution. Day-to-day responsibilities include workforce planning, recruitment and selection, onboarding and orientation, and coordination of training and professional development. The role also oversees compensation and benefits administration in collaboration with agency leadership, supports labor and employment law compliance, and partners with management on organizational development, culture, and change initiatives.

Qualifications

• Bachelor’s degree from an accredited college or university in Human Resources Management, Business Administration, or Public Administration or closely related field and four years of progressively responsible human resources experience. Note: Experience can be substituted for education on a year-for-year basis.
• Strong Human Resources (HR) leadership experience, including strategic planning and day-to-day HR operations.
• Demonstrated ability to develop, implement, and interpret HR policies and procedures (HR Policies).
• Experience managing Employee Relations, including coaching supervisors, resolving conflicts, and conducting investigations.
• Proficiency in Performance Management, including setting expectations, evaluating performance, and supporting staff development.
• Working knowledge of Labor and Employment Law, including compliance with federal, state, and local regulations.
• Experience in public sector, county government, or human services environments is highly beneficial.
• Proven ability to build collaborative relationships with leadership, staff, and external partners.
• Excellent communication, ethical judgment, and decision-making skills, with a commitment to equity, inclusion, and confidentiality.
