Summary

The Deputy Chief of Staff assists the VS Chief of Staff in reviewing and creating written communication and information-sharing materials and providing input on key management issues and decision-making processes based on knowledge of the substantive program and administrative activities. Shares responsibilities for managing staff-related animal health, import and export, scientific analytical, and administrative activities on behalf of the Deputy Administrator.

Duties

Help

  • The duties may include, but are not limited to:
  • Assigns and reviews the work of staff to ensure timely performance, soundness, and value.
  • Initiates formal personnel actions for such matters as the retention of probationary employees, career promotions, and details of position responsibilities and evaluates subordinates annually.
  • Issues formal warnings and reprimands as necessary with approval of higher level management.
  • Identifies training and developmental needs of the staff, locating sources of training that will meet those needs.
  • Approval authority for leave requests, conferring with higher level management on highly unusual situations involving extended absence.
  • Insures the preparation of a broad range of information resources documents for critical to policy and decision-making processes at the program level and beyond.
  • Facilitates topical or decision-point discussion groups, in general or on a case-by-case basis as crisis arise, and insures appropriate preparations are made for executive and VS leadership.
  • Participates with the Chief of Staff in processes associated with making and communicating critical policy and program management decisions.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Communicating or coordinating with internal or external stakeholders to promptly resolve critical issues, track progress, promote accountability, or reducing operational challenges.
  • Providing advice or assistance to senior level professionals or executives on strategic, operational, business, or administrative matters.
  • Gathering, writing, reviewing, or overseeing technical or policy documents for senior level positions or executives.
  • Demonstrating the ability to balance constantly changing priorities, deadlines, and workload.
Note: There is no education substitution for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
