THE DIVISION
DCP's Fiscal Division strives to improve the agency's financial responsibility and operational effectiveness by providing information, analysis, and administrative and technical support to programs and divisions throughout the agency. The Fiscal team's daily operations include, but are not limited to, procurement, grant management, accounting for both payables and receivables, budgeting and financial reporting. The team also supports a small "Operations" unit responsible for facility and fleet management.
Within DCP's Fiscal Division, the Procurement Unit oversees the acquisition of goods and services for programs and teams across the agency, ensuring compliance with all applicable rules, laws, and mandates, including but not limited to Procurement Policy Board (PPB) Rules, State and Federal procurement policies, NYC Comptroller Directives, Mayor's Directives, Department of Citywide Administrative Services' guidelines, and the City Charter. The Procurement Unit also manages the agency's existing portfolio of contracts and DCP's Minority and Women-Owned Enterprise (M/WBE) program.
Working under the direction of the ACCO, DCP's Operations Unit is key to supporting the work of the entire agency - including overseeing the facilities in which we operate, managing DCP's auto fleet, supply inventory, retail operations, in-house printing and correspondence, as well as monitoring our safety policies and programs. Operations is a one-stop shop in ensuring that our planning, IT and administrative staff have an environment and the tools they need to be productive. THE ROLE
The Department is currently seeking a highly motivated and detail-oriented individual to become the agency's Agency Chief Contract Officer (ACCO). As the agency's chief procurement leader, the ACCO will be focused on improving the agency's responsiveness to procurement needs from its internal customers' using various procurement methods while ensuring absolute compliance with City rules and cost-effective purchasing principles. The ACCO should also be adept at creating trainings and shared materials to educate DCP staff on how to ensure they have the tools and services needed. The position requires proficiency in analytics and a successful candidate will be able to collaborate with planners, senior management, oversights and outside vendors. Certification as an NYC DACCO or ACCO is desired. This is hands-on role where you would supervise a team of 1-2 procurement professionals while advancing more complex procurements directly. Experience working with IT service contracts, capital and expense purchases, leases and Federal funding is preferred. In addition to Procurement, the ACCO is responsible for the oversight of DCP Operations, including facility management, space allocation, a 4-vehicle fleet and other administrative functions.
The ACCO is expected to demonstrate independent initiative, judgment, and decision-making ability in the day-to-day management of the agency's procurement and operational activities. The ACCO will also play a supporting role in the management of the agency's budget, working closely with the Deputy Director of Fiscal and staff dedicated to Budget and Accounting functions.
The successful candidate will have the skill to work with groups of people to identify issues and solve problems, while harnessing the experience and knowledge of others to make solutions stick. The ACCO will lead DCP's procurement activities, manage agency leases, provide high-level support to the Senior Operations Manager on facilities projects and space improvements, and assist with process improvements for both procurement and operations workstreams. Over the next 18 months, the ACCO will be expected to:

Ensure that all procurement staff have the proper training and follow all PPB rules

Maintain and develop tracking tools for the use of fiscal staff to monitor purchasing and expenses

Prepare amendments and renewals for on-call environmental consulting service contracts

Lead contracting activities related to the completion of IT Capital Projects

Track and increase agency spending going to M/WBE vendors

Manage Citywide procurement reporting

Work closely with the Department's Info. Technology division to manage spending on hardware, software and maintenance agreements, supervising all purchases.

Tackle one-time procurement/business projects, space consolidation projects within DCP's offices, environmental consulting contracts for CD-DR funded studies, and City Map Digitization

Ensure the Senior Operations Manager has the support and guidance needed to be effective in their role.
RESPONSIBILITIES

Develops and manages the procurement process to ensure that all agency needs are reviewed and met in a timely manner

Identifies potential vendors and negotiates purchases with vendors for agency needs
-
Creates requests for bids and contracting documents for general purchases and prepares specifications and documents required for all solicitation methods

Leads and supervises a team of trained staffers working on procurement and trains them to understand all PPB and other rules related to procurement

Provides training and technical assistance to staff, divisions, and vendors to ensure internal and citywide rules and standards are being followed

Assists with monitoring agency contracts for compliance with New York City Local Law 1 (LL1) and Local Law 129 (LL129)

Works with Program Managers to establish the utilization goals in contracts to meet the requirements of the M/WBE Program and Mayoral Directives

Manages the procurement of all services and leases through contracts

Works with the agency's Fiscal Officer and Accounting team to manage and report on the agency's budget and spending

Identifies and recommends policies and solutions to improve agency business functions

Leads interdivisional teams and manages staff as required

Oversees administrative and operational activities, including space management of 5 DCP facilities.

Plans, budgets, and coordinates facility modifications, improvements, and relocations (as required)

Works with stakeholders to update workplace safety policies

Attend to emergencies as they arise and resolves problematic issues

Ensures that the Operations team has the resources, guidance and support needed to maintain a safe, productive and compliant workspace.

Qualifications
A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or
A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or
A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in "1" above.
