Principal Al Software Engineer - Technology Transformation Service

Summary

As a Principal Al Software Engineer you will devise technical strategies and enterprise architectures to drive secure, ethical AI integration across federal agencies, while meeting cybersecurity and operational standards. This position is with the Office of Technology Transformation Services (TTS), Federal Acquisition Service (FAS), General Services Administration (GSA). Duties

• Serves as a technical expert contributing to high level, enterprise-wide engineering strategies for AI-enabled systems, computer hardware/software integration, and cloud-native architectures and platforms, delivering impactful solutions for the American people.
• Serves as a principal expert and formulates and directs high level, enterprise-wide AI engineering strategies for AI-enabled systems, computer hardware/software integration, and cloud-native architectures, ensuring compliance with federal mandates, executive orders, and/or other guidelines.
• Designs, develops, and evaluates advanced computer engineering solutions for secure AI system deployment, incorporating cybersecurity-by-design and other state-of-the-art technological advances.
• Leads and coordinates cross-agency AI engineering projects involving large-scale digital transformation, data platforms, and secure computing infrastructures.
• Oversees the integration of AI systems into platforms, ensuring interoperability, data integrity, and performance across cloud and legacy infrastructures.
• Formulates IT policies, procedures, and technical and programmatic guidance and documentation necessary for the implementation of agency IT systems.

The Technology Transformation Services (TTS) is responsible for providing scalable software products and services to federal agencies.

Requirements

• US Citizenship or National (Residents of American Samoa and Swains Island)
• Meet all eligibility requirements within 30 days of the closing date.

• Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. • Position security requirements are dependent on the position for which selected, and may be designated at Top Secret, Secret, High Risk, Moderate Risk or Low Risk. Dependent on which position you are selected for you will be required to undergo and pass the appropriate Tier background investigation level. You must be granted this clearance before you can start the job.
• Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

• Some positions may require on-call duty outside typical scheduled duty hours as needed and directed to respond to and resolve issues related to fraud, platform, engineering, partnership, and/or other comparable issues.

Qualifications

The GS-15 salary range starts at $163,023 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS- 14 level or higher in the Federal service. Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the nine competencies AND one year of specialized experience equivalent to the GS-14 level in the Federal service as described below:

To qualify, you must have (1) year of specialized experience. Specialized experience is defined as:

• Leading and executing the end-to-end design, development, management, and direction of multiple highly complex digital products, systems, and solutions, including large‑scale, public‑facing applications serving a large number of users. This includes developing production grade AI‑enabled digital products using server‑side programming, relational and/or non‑relational databases, test‑driven development, and modern frameworks or languages such as Python, Go, JavaScript, TypeScript, Node.js, React, Ruby on Rails, Terraform, Next.js, HTML/CSS, or Rust.
• Spearheading interagency initiatives focused on digital modernization and serving as a principal technical liaison to internal and external stakeholders, including executive leadership and customer agencies to communicate highly technical information, develop cooperative relationships, resolve conflicting priorities, and provide authoritative guidance on AI, software engineering, security, and IT program strategy.
• Integrating security and privacy best practices throughout the digital product development lifecycle, performing technical risk assessments, resolving complex cybersecurity or compliance issues, and advising leadership and stakeholders on security strategy, identity and access management, and regulatory compliance.
• Leading and mentoring cross‑functional teams at scale in highly complex, dynamic and agile environments to include planning, developing, and executing large‑scale critical enterprise IT modernization projects, aligning team priorities with organizational objectives, and integrating emergent technologies and industry best practices.
