We deliver mission-critical operational, technical, and professional support services to federal public health and human services agencies, with a focus on translating policy and science into measurable outcomes for the populations our customers serve. Position Summary The Program Manager (PM) serves as SSI’s senior on-site leader and the single point of accountability for all contract performance under the CDC NCCDPHP Division of Diabetes Translation (DDT) Operational, Technical, Administrative, and Communications Support Services contract. The PM owns delivery across the full set of programmatic, operational, communications, extramural, policy, project coordination, and project management functions supporting the Office of the Director, the Office of Policy/Partnerships/Strategic Communications, the Office of the Associate Director for Science, and the SEESB, PIB, and THEEB branches. Key Responsibilities Contract & Performance Management Serve as the primary point of contact to the CDC COR and Project Officer; lead monthly COR teleconferences covering completed activities, in-flight work, issues, proposed solutions, and technical guidance needs. Prepare and submit Monthly Status Reports summarizing accomplishments, issues, next-period activities, labor categories deployed, findings, and recommendations. Prepare and submit a comprehensive Final Report at the close of each performance period, including hours expended by contractor employee. Prepare and submit accurate, timely monthly invoices via IPP in accordance with contract terms; reconcile to actuals and ensure backup support is provided to the CO, contract specialist, and COR. Maintain Government-Furnished Property (GFP) inventories in accordance with applicable FAR property clauses; report any loss, damage, or destruction to the COR; support the annual GFP inventory upon request. Lead the post-award Kick-off Meeting within 5 business days of award; deliver minutes to the CO and COR within 5 business days of the meeting. Resolve all management issues relating to performance by contractor staff, consultants, and subcontractors. Operational Delivery & Quality Plan, direct, and oversee delivery of all services across the full contract scope, ensuring deliverables meet contract quality standards and cadence (daily, monthly, milestone-driven). Establish and maintain a Quality Management System and performance metrics aligned to the Government's confidence-based evaluation criteria; drive corrective action when standards are not met. Implement and enforce a non-personal services posture: contractor employees receive technical direction (not supervision) from Government personnel; PM owns hiring, counseling, daily work direction, and termination. Oversee surge capacity and emergency response support; coordinate written COR approval prior to emergency activations and confirm work remains in-scope. Ensure 100% staffing coverage during normal Government business hours (8 hrs/day × 5 days/week, excl. federal holidays); manage schedules to maintain continuity. Staffing, Workforce & Talent Lead recruiting, hiring, onboarding, retention, and performance management for a multidisciplinary team across Tier I, II, and III administrative, clerical, technical, and professional non-scientific labor categories. Maintain accurate position descriptions, labor mix, and level-of-effort allocations; manage backfills with minimal service disruption. Ensure all personnel meet minimum education and experience requirements for their assigned labor category; verify required clearances, training, and CDC orientation are completed. Develop and execute a contract-specific training plan; coordinate Government-provided orientation on CDC unit, program, and policy specifics. Compliance, Risk & Governance Ensure full compliance with FAR, HHSAR, CDC, and HHS policies, including Section 508 / HHSAR 352.239-73 and 352.239-74 accessibility requirements; submit and maintain Section 508 Accessibility Conformance Checklists / ACRs as required. Identify, document, and mitigate actual or potential Organizational Conflicts of Interest (OCIs) for SSI, employees, consultants, and subcontractors; maintain the OCI mitigation plan. Maintain a current contract-level risk register; brief leadership and the COR on emerging risks and mitigation status. Safeguard CDC information and information systems in accordance with FIPS 199, HHS/CDC security policies, and contract baseline security requirements. Stakeholder Engagement & Communications Build and sustain trusted relationships with the COR, PO, branch chiefs, unit leads, and DDT program managers across OD, SEESB, PIB, and THEEB. Translate DDT mission priorities — preventing diabetes, reducing complications, eliminating health disparities, and maximizing organizational capability — into actionable contractor work plans. Represent SSI in customer reviews, in-progress reviews (IPRs), and program leadership forums; communicate progress, risks, and recommendations clearly to both technical and executive audiences. Financial & Subcontract Management Own contract financial performance including burn rate, EAC/ETC, and margin under a Firm-Fixed-Price construct with base + 4 option years and a potential 6-month FAR 52.217-8 extension. Manage subcontractors and consultants — flow-down of FAR/HHSAR clauses, performance, invoicing, and small-business subcontracting goals where applicable. Coordinate travel pre-approvals with the CO; ensure travel costs comply with the Federal Travel Regulation (FTR) and per-diem schedules; process bilateral modifications for reimbursable travel. Required Qualifications Bachelor’s degree in business administration, Public Health, Public Administration, Health Communications, or a related field; master’s degree preferred. Minimum 8 years of progressive program/project management experience, including at least 5 years managing federal services contracts. Demonstrated experience as the prime PM or deputy PM on at least one federal contract of similar size, scope, and complexity (multi-task, multi-stakeholder, professional services in a public health, HHS, or CDC environment preferred). Working knowledge of FAR, HHSAR, FAR Subpart 37.1 (Service Contracts), FAR 7.503 (Inherently Governmental Functions), and the non-personal services framework. Demonstrated proficiency managing FFP contracts including base + option years, surge/emergency response, and FAR 52.217-8 extensions. Experience leading recruiting and staffing across mixed labor categories and tiers, including remote/hybrid teams operating on a federal campus. Strong command of Microsoft 365 (Word, PowerPoint, Excel, Outlook, Teams, SharePoint) and project/portfolio tools (e.g., MS Project, Smartsheet, Jira, or equivalent). Excellent written and verbal communication; able to brief Government senior leaders and produce executive-quality status reports, briefings, and deliverables. U.S. Citizenship or work authorization required; ability to obtain and maintain a Public Trust / CDC suitability determination prior to start. Preferred Qualifications Experience supporting CDC, NCCDPHP, or another HHS Operating Division, particularly in chronic disease prevention, public health communications, or extramural program support. Experience on GSA OASIS+ or comparable IDIQ vehicles (OASIS, Alliant 2, GSA MAS Professional Services). Familiarity with Section 508 / WCAG 2.0 Level A & AA accessibility standards, including ACR/VPAT review. Experience supporting Notices of Funding Opportunity (NOFOs), cooperative agreements, interagency agreements, or extramural acquisition portfolios. ITIL Foundation, Lean Six Sigma, or Agile/Scrum certifications. Prior experience as a key personnel position on an 8(a) set-aside or small-business contract. Key Performance Indicators 100% on-time delivery of monthly status reports, final reports, and contract deliverables. Zero unmitigated OCIs, security incidents, or non-personal services findings. Customer satisfaction reflected in CPARS ratings of "Very Good" or higher across all evaluation areas. Staffing fill rates ≥ 95%; voluntary attrition tracked and managed below industry benchmark. Invoice accuracy ≥ 99% with zero disputed charges. Working Conditions Primarily sedentary, office-based work performed at the CDC Chamblee Campus in Atlanta, Georgia. Occasional walking throughout work facilities. Some COR-approved telework may be authorized; off-site location will be specified in the telework agreement.
