Labor Department Programs and Services Coordinator

State of Connecticut - Department of Labor

Position The Labor Department Programs and Services Coordinator is a multi‑faced leadership position at the Department of Labor. Responsibilities include supervising adjudication staff, mentoring cross‑departmental teams, and leading planning, training, and performance management activities for the unit. Location & Schedule Location: Central Office, Wethersfield, CT Shift: First shift, Monday‑Friday 8:00 AM–4:30 PM (full time, 40 hours per week, may become hybrid after a successful working test period) Responsibilities Serve as a supervisor in an Adjudications hub responsible for determining non‑monetary eligibility for Unemployment Compensation benefits. Co‑supervise a unit of up to twenty‑five people. Act as a resource and mentor to staff and leadership from BPCU, UI Special Programs, Merit Rating, Consumer Contact Center, Tax Division, Appeals Division, and American Job Centers. Assist the Adjudications Director and Operations Coordinators in developing long‑range plans to meet unit goals. Coordinate and conduct staff meetings in person and via Microsoft TEAMS. Plan, develop, coordinate, and evaluate training programs for staff. Review and monitor performance metrics, staff schedules, and approvals of timesheets. Coordinate with co‑supervisors on internal staffing issues, evaluating staff performance and addressing deficiencies. Examples of Duties Assist program managers in planning and coordinating activities in assigned program areas. Lead program development and implementation initiatives. Help develop agency‑wide plans and provide support to direct service providers. Act as a team leader and provide problem‑solving guidance. Monitor program performance indicators and recommend corrective actions. Coach staff on professional development and arrange training as needed. Oversee development of procedural manuals and memorandum. Participate in personnel matters related to subordinate employees. Interpret and adapt state and federal legislation or regulations to new or revised policies. Analyze reports on unit performance, recommend improvements, and lead development of corrective action plans. Lead customer and public‑relations activities as assigned. Coordinate grant development, contract oversight, and liaison functions with state and federal agencies. Review referee reversals of administrator decisions and draft appeals. Oversee monitoring and evaluation of sub‑unit or statewide monitoring activities. Provide data processing and automation support when required. Assist in research and drafting of department regulations and conduct public hearings. Perform related duties as required. Schedule, assign, and review work of staff; provide training. Conduct performance evaluations and develop staffing plans. Establish and maintain unit procedures and policies. Serve as liaison with other agencies and outside officials. Assist the American Job Center Director in planning and administrative coordination of multiple unemployment benefits programs, job services, and training programs. Oversee scheduling and determine unit staffing requirements. Prepare reports and correspondence; maintain controls over casework. Ensure application of laws, regulations, and procedures; provide ongoing consultation. Conduct interviews, make hiring recommendations, and assist in budget formulation. Assist in preparing the American Job Center annual plan of service and act as office manager in the Director’s absence. Perform related duties as required. Knowledge, Skills, and Abilities Extensive knowledge of agency policies, state and federal laws, and regulations. Knowledge of management principles, labor market trends, and effective interviewing techniques. Strong interpersonal, oral and written communication, and problem‑solving skills. Ability to analyze and interpret laws, regulations, legal precedents, and court decisions. Capability to assess staff training needs and conduct training sessions. Supervisory experience and ability. Minimum Qualifications Eight (8) years of technical‑level experience in counseling or related public contact and training support services. One (1) year of that experience must have been in an advanced working‑level capacity such as a Labor Department Adjudications Specialist, Business Services Specialist, Career Development Specialist, or Resource Associate. College training may substitute up to four (4) years of experience: fifteen (15) semester hours equals one half (½) year of experience. A Master’s degree may substitute for one (1) additional year of experience. Preferred Qualifications Experience with UI processes, including SIDES, initial claims, Appeals, Benefit Payment Control, Merit Rating, and monetary and non‑monetary determinations. Experience with Adjudications Re‑Employ and researching CT UI laws and regulations. Experience developing and/or administering UI training for agency staff. Experience supervising staff remotely via telework software. Experience evaluating staff performance and addressing deficiencies. Special Requirements Veterans program positions require candidates to meet Title 38 qualifications, preferably disabled veterans or other qualified persons. May be required to speak a foreign language. May be required to travel.
