Job Overview Work Location: Sacramento County Position: Supervisor I Classification: SUPERVISOR I Salary: $7,172.00 - $8,910.00 Telework: Hybrid Job Type: Permanent, Full time Department: Department of Developmental Services Job Code: JC-524316 Responsibilities The Supervisor I leads and supervises analytical and specialist staff responsible for researching, analyzing, and administering federally funded programs that support community‑based services for individuals with developmental disabilities. The role oversees initiatives to maximize federal financial participation (FFP), ensures participant eligibility, and maintains compliance with state laws and Centers for Medicare & Medicaid Services (CMS) regulations. The supervisor provides technical guidance on federal funding requirements and oversees the claiming and collection of approximately $7.4 billion in federal reimbursements. The position serves as the subject‑matter expert on the Home and Community‑Based Services (HCBS) Waiver, 1915(i) State Plan Amendment (SPA), Targeted Case Management (TCM), Intermediate Care Facility for Individuals with Developmental Disabilities (ICF/DD) State Plan Amendment, Nursing Home Reform (NHR), and Title XX programs. Qualifications Describe your experience working within a service delivery system that supports individuals with developmental disabilities. Desirable Qualifications Knowledge of the California developmental disabilities system and the services supported, and of federally funded waivers, state plan amendments and related programs. Understanding of state and federal budgeting policies and procedures; principles and practices of employee supervision and training. Ability to develop and maintain cooperative relationships with other agencies, community partners, and department staff; organize and prioritize workload in a fast‑paced environment. Strong leadership, mentoring, and motivational skills; excellent communication, writing, logical reasoning, creative thinking, data analysis, and project prioritization. Proficiency in Microsoft Office applications, including Excel and Power BI.
