Management and Program Analyst

Summary

This position serves as an analyst in state offices providing oversight and coordination of a full range of administrative and business management functions in support of the RD mission, to include overseeing the support provided to States.

Duties

Help

• Conduct research for developing material for use in preparing oral presentations or written material.
• Assist senior management in developing spreadsheets, graphs, presentations, electronic resources etc. of statistical data and related material for explaining situations and relationships.
• Provide for on-site logistics coordination at large conferences to include registration, meeting rooms, audio-visual/media requirements, and local transportation, etc.
• Advise program managers and administrative management staffs on their budget proposals for training and conference activities.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below

Time in Grade : Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

For the GS-11 level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-09 grade level; or its non-Federal equivalent that demonstrates: experience analyzing and evaluating quantitative or qualitative basis, the effectiveness of organizational units in meeting established goals and objectives; researching and investigating new or improved business and management practices for application to agency programs or operations; working with senior analyst on developing strategic vision for annual goals and long-range plans of operations throughout all organizational units; participating in the analysis of goal achievements using various information systems; assisting in analyzing various administrative management and program support related data to determine efficiencies, historical trends, and weaknesses; assisting with maintaining spreadsheets, graphs, presentations, etc. of statistical data and related material for explain complex situations and relationships; performing administrative and operational functions within an office; coordinating a variety of administrative tasks, including but not limited to information technology management, oversight activities, travel arrangements, time and attendance and preparing written correspondence; OR Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related.

Education

GS-11 level This position does not have an education requirement, but education may be substituted for experience. Undergraduate and Graduate Education: Major study finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
