Supervisory Personnel Security Specialist

Summary This position is located in the Bureau of Diplomatic Security, Security Infrastructure Directorate, Office of Personnel Security and Suitability (DS/SI/PSS), Adverse Actions Branch 2. The Adverse Actions Division conducts adjudicative determinations on the most complex or serious security issues that may result in a denial, revocation, or suspension of a security clearance for the Department's Presidential appointees, Foreign/Civil Service, Wage Grade applicants, and contractors. Responsibilities Plans, directs, and organizes Branch programs and activities, ensuring that goals, objectives, and priorities are consistent with those established at the Division and Office level. Advises on the National Security Adjudicative Guidelines, as well as Department and Bureau policies, plans, initiatives and developments that influence DS personnel security programs. Supervises and manages a team directly responsible for determining investigative sufficiency and adjudicating security clearance eligibility for a variety of cases. Serves on interagency working groups and committees to review, develop and issue national security policies including Presidential Executive Orders, Intelligence Community policies, and National Security Directives applicable to all Federal agencies. Liaises with senior Department officials and with officials from other Federal agencies, including the Intelligence Community (IC), to exchange sensitive information and coordinate personnel security adjudications. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience leading projects to adjudicate security clearance access eligibility and suitability for employment. Experience advising on the development of policy or program decisions related to personnel security. Experience conducting adjudicative assessments involving cases exhibiting security or suitability concerns and issues. There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
