Research Data Specialist I - Hybrid Telework

Job Description and Duties

This limited term position may be extended up to 24 months and has the possibility of becoming permanent.

Under general direction of the Research Data Supervisor lI in the Data Visualization & Innovation Unit, within the Research Evaluation & Data Insights (REDI) Division, the Research Data Specialist l will work independently and provide expert guidance on specialized and complex projects involving intense investigation into Department of State Hospitals (DSH) data. The incumbent will function as the Subject Matter Expert on visualizing statistical data analysis in reports and dashboards. Duties require collaboration and coordination with the Technology Services Division (TSD), Community Forensic Partnership Division (CFPD), Forensic Services Division (FSD), Patient Care Coordination Division (PCCD), DSH program staff, executives, and other internal and external stakeholders. Studies will be used to support Department objectives and proposals, formulate data driven responses to external entities and to assist in special projects within the REDI Division and the DSH.

This function requires advanced use of Microsoft Excel, Power Query, Power Pivot, Visio, Word, Outlook, and Teams. This function also has a potential need for use of additional software meant to store, extract, analyze, and visualize data. This software may include Databricks, SQL, SAS, Tableau, and Power BI.

Working Conditions

• DSH-Sacramento is located at an 11-floor high rise building.
• This position reports to the Allenby Building in Sacramento. A hybrid Telework schedule, consistent with the State of California's in-office requirement, may be considered with prior approval from management. The incumbent may also be required to travel throughout California as needed, with prior notice.
• The State’s Commute Programs provide bicycle, mass transit and vanpool incentives to eligible state employees. The State’s mass transit incentive pays 100% of the transit pass up to the IRS maximum of $325 per month in 2025.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Knowledge and ability to use business intelligence and data visualization/analysis tools such as Power BI, Tableau, or others.
• Knowledge and ability to use data preparation tools.
• Knowledge and ability to use geospatial analysis applications and tools not strictly required but can be useful.
• Knowledge and ability to create and perform data quality checks based on business rules.
• Knowledge of data literacy and the ability to comprehend and interpret data.

Statement of Qualifications

1. Describe your understanding of how data and automation can support programs that serve patients in Department of State Hospitals.
2. Describe your experience building, maintaining, or improving data visualization and/or dashboards for stakeholders. Include the types of data you have with and the tools you used. (Tableau, MS Power BI, or similar technologies)
3. Describe a time you solved a technical or data quality problem. What was the issues, and how did you resolve it, and how did you communicate the outcome to non-technical stakeholders?
