As a Data Scientist, you will perform the following duties:

• Lead operational assignments related to management, upkeep, improvement, and analysis of human resource data. Conduct data mining and big data analytics to improve National Oceanic and Atmospheric Administration's (NOAA) mission and leverages project-tracking data to provide operational insights to NOAA's diverse workforce.
• Conduct analysis in a programming or statistical software suite such as: R, Python, SAS, SPSS, STATA, Tableau, PowerBI, etc. to build complex predictive models and machine-learning algorithms to better understand current and future employee behavior, partnering with outside vendors on use of Artificial Intelligence (Al) to drive stronger people insights.
• Provide authoritative instruction and guidance to lower level data scientists. Consult with and provide, expert level advice to customers and other National Environmental Satellite, Data, and Information Service (NESDIS) personnel on the use and interpretation of data, while leading and monitoring the creation of visually appealing, insightful and concise presentations for senior leadership.
• Manage work, track progress of scientific studies and communicate progress to team leads.

Conditions of employment

This position will be filled under the DOC Alternative Personnel System (CAPS). Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-4 is equivalent to the GS-13/14.

Additional Considerations:

• One year probationary period may be required.
• Payment of relocation expenses (PCS) is not authorized.

• This position requires Moderate Risk Security Clearance.
• Background investigation will be required. Continued employment is subject to applicant's successful completion of security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

Any selections made under this notice will be processed as new appointments to the civil service. Therefore, Current Federal employees would be given new appointments to the civil service and may have to serve a new probationary period under CFR 315.802 (b).

NOTE: A one year probationary period will be required under the Direct Hire Authority unless you are a current Department of Commerce (including NOAA) employee; and are in the same line of work; have previously completed a probationary period; and with no more than a 30 day break in service.

Qualifications

BASIC REQUIREMENTS: This position requires applicants to meet the Basic Education Requirement in addition to at least one full year (52 weeks) of specialized experience in order to be found minimally qualified. Transcripts must be submitted with an application package. You MUST meet one of the following basic education requirements:

To qualify for the 1560 series:

EDUCATION:

A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

OR

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

-AND-

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-4 or GS-13 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirement above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:

• Analyzing data related to workforce management;
• Utilizing programming or statistical software suites (i.e. R, Python, SAS, SPSS, STATA, Tableau, PowerBI, etc.) to construct predictive models or machine learning algorithms; and
• Creating infographics, visualizations, or reports conveying insights derived from data analysis.

Education

Substitution of education for specialized experience is not applicable to this vacancy.

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., Bio 101, Math 210, etc.), name of accredited institution, course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume.
