Contract Specialist

Synopsis Join a dynamic public agency proudly serving the over 700,000 residents of the District of Columbia. The Office of Contracting and Procurement (OCP) provides contracting services for client agencies and offices in the District. The mission of OCP is to partner with vendors and District agencies to purchase quality goods and services in a timely manner and at a reasonable cost, while ensuring that all purchasing actions are conducted fairly and impartially. OCP manages the acquisition of over $10 billion in goods, services, and construction annually on behalf of 80 District agencies. OCP is powered by a diverse team of innovative professionals committed to helping our client agencies reach their goals and accomplish their missions. In addition to contracting and procurement services, OCP’s Surplus Property Division collects, manages, and reuses District-owned and federal surplus property. We are committed to attracting the best and brightest talent in public procurement and contracting. The District’s Office of Contracting and Procurement (OCP) provides contracting services for client agencies and offices in the District under the Mayor’s Authority. OCP is powered by a diverse team of innovative professionals committed to helping our client agencies reach their goals and accomplish their missions. In addition to contracting and procurement services, OCP’s Surplus Property Division collects, manages, and reuses District-owned and federal surplus property. The mission of OCP is to partner with vendors and District agencies to purchase quality goods and services in a timely manner and at a reasonable cost, while ensuring that all purchasing actions are conducted fairly and impartially. The Office of Contracting & Procurement procures goods and services on behalf of the agencies and programs under OCP’s authority according to District laws and regulations. Our procurement staff is organized into the following Business Portfolios: Human Servicesis responsible for providing oversight and management of contractual and procurement services supporting the following program agencies: Department of Human Services (DHS); Department on Disability Services (DDS); Department of Youth and Rehabilitation Services (DYRS); and Department of Aging and Community Living (DCAL). Health Services provides health and wellness services to support the resident’s health needs. They provide contractual and procurement services to the following agencies: the Department of Behavioral Health (DBH); the Department of Health (DC Health); and the Department of Healthcare Finance (DCHF). Office of Chief Technology Officer (OCTO) develops, implements, and maintains the District’s IT and telecommunications infrastructure; develops and implements major citywide applications; establishes and oversees IT enterprise architecture and website standards for the District; and advises District agencies on technology solutions to improve services to businesses, residents and visitors in all areas of District government. Persons in this area would support the District purchasing efforts. Government Operations supports a wide range of commodities and services throughout the District. Persons working in this area will interface with the key stakeholders not limited to the Office of the Mayor, City Administrator, and the Wilson Building. Public Safety and Justice provides collaborative support to Metropolitan Police (MPD), Fire & Emergency Medical Service (FEMS), Homeland Security & Emergency Management Agency and Office of Unified Communications (OUC) to name a few with purchases of supplies, equipment and other service needs. The Department of Transportation & Infrastructure cluster is committed to providing environmentally sustainable transportation solutions. DDOT continues to practice and promote environmental excellence as it fulfills its mission to enhance the quality of life for the District of Columbia residents and visitors by ensuring that people, goods and information move efficiently and safely, with minimal adverse impacts on residents and the environment. Education cluster provides collaborative support to the Office of the State Superintendent (OSSE) and the Department of Employment Services (DOES) in the procurement of supplies, transportation, equipment and other service needs. Department of Public Works and Department of Energy and Environment combines to promote public and environmental health by implementing and enforcing District and Federal laws and regulations. For solid waste removal, watershed projects and various other programs designed to create strong and healthy communities to allow the District’s economic prosperity, and to protect the environment in which its people live, work and play. Education provides collaborative support to the Office of the State Superintendent (OSSE) and the Department of Employment Services (DOES) in the procurement of supplies, transportation, equipment and other service needs. Department of Public Works (DPW) cluster supports the agency in providing environmentally healthy municipal services that are both ecologically sound and cost effective for District residents. This announcement is for both current and future vacancies. The positions are in various offices, units and/or procurement services bureaus of the Office of Contracting and Procurement and work under the direct supervision of the Supervisory Contract Specialist. Duties & Responsibilities The incumbent works with senior staff in developing the bid solicitation which includes establishing the statement of work (SOW); terms and conditions and other requirements for basic procurements; developing pre-negotiation position, determining the types of contracts and negotiation authority to be used. The incumbent is responsible for evaluating bids and proposals for compliance with specifications, purchase descriptions/purchase descriptions; analyzing submitted bids, as well as past bids and awards, to determine the responsiveness and responsibility of the bidder. The incumbent is responsible for making recommendations to senior staff regarding competitive range determinations and awarding the contract. Qualifications and Education A 4-year course of study leading to a bachelor’s degree with a major in any field; OR at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. AND One (1) year of specialized experience equivalent to the CS-07 grade level. Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience are: acquisition regulations, contracting methods, and cost/price analysis techniques. Proof of Education Candidates are REQUIRED to provide proof of education at time of application in order to advance through the selection process. Foreign education transcripts will not be accepted Applicants can request an evaluation from a member organization of one of the two national associations of credential evaluation services: National Association of Credential Evaluation Services (NACES) is an association of 19 credential evaluation services with admission standards and an enforced code of good practice. Association of International Credentials Evaluators (AICE) is an association of 10 credential evaluation services with a board of advisors and an enforced code of ethics. Licensure & Certifications Contract Specialists in this grade will be required to achieve the Office of Contracting and Procurement's Level I District of Columbia Procurement Certification (DCPC-I) within 120 days of hire. Conditions of Employment While on duty, District employees are prohibited from possessing, dispensing or being impaired by controlled substances, including alcohol. All District employees are subject to drug and alcohol testing when there is a reasonable suspicion of impairment or following any on-duty accident or incident involving injury to person or property. Working Conditions/Environment The work is sedentary, but there is some walking required. The work environment includes an office setting, and the work area is adequately lighted, heated, and ventilated. Other Significant Facts Tour of Duty: Friday; 8:30am to 5:00pm (negotiable) Pay Plan, Series and Grade: CS-1102-09 Promotion Potential: Promotion Potential to CS-11 Duration of Appointment: Term Appointment NTE 4 Years Collective Bargaining Unit: This position is represented by a collective bargaining unit and is subject to union dues through payroll deduction. Note: Waiver: The CPO may waive any or all of the requirements of education and experience if the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. Position Designation: This position has been deemed Security Sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure. Residency Preference: When ranking applicants, we give preference to those who already live in the District of Columbia. However, claiming the preference means you MUST continue to live in DC for 7 years while employed with the District government. You may choose not to claim the preference.
