The Air Force Civilian Service (AFCS) is looking for a Full-Time Engineering Technician-GS-0802-11 to work at the 71ISS Civil Engineer Squadron at Vance AFB, OK. The primary purpose of this position is to perform detailed contract oversight on the Installation Engineering section, monitoring the Base Operations Support contractor's engineering operations for large and complex projects. The incumbent serves as a technical authority for evaluating, monitoring, and managing the technical aspects of civil engineering projects and providing specialized technical guidance to ensure compliance with plans, specifications, and contract requirements. Must possess an appropriate and valid driver's license. Extensive building experience, construction estimating, and through understanding of materials and assemblies is required. Some college training and basic math is highly desired. May be required at the convenience of the government to perform temporary duty travel by either government or commercial air transportation, and to utilize government furnished quarters and mess at temporary duty when available. Must possess complete motor skills and manual dexterity to perform inspections in crawl spaces, tunnels, culverts, roofs etc. in accordance with AFOSHA standards This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually. Duties: Manages technical aspects of major civil engineering construction and service contracts requiring specialized expertise. Serves as Contracting Officer's representative (COR) for complex construction and engineering service contracts, ensuring technical compliance with contract requirements for civil engineering projects. Provides advanced technical engineering support and analysis for complex facility and infrastructure projects requiring specialized civil engineering expertise. Performs inspection and quality assurance activities to ensure compliance with project requirements and engineering standards. Interfaces with personnel within the agency and occasionally with higher ranking officials to discuss problematic issues. Utilizes data collection techniques and procedures for evaluation, inspection, and audit programs. RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA): Knowledge of a wide range of multidisciplinary professional engineering theories, concepts, principles, standards, methods, techniques, materials, and equipment, as well as knowledge of standard construction and contracting regulations, practices, and procedures. Practical knowledge of standard engineering calculations and the ability to interpret engineering drawings and specifications. Knowledge of construction methods, materials, quality standards, and engineering industry standards used in complex building construction and infrastructure development, including the ability to identify technical issues, potential conflicts, and compliance with applicable codes and regulations. Knowledge of business practices and market conditions as they relate to civil engineering program and technical requirements to assist in developing performance work statements, evaluate bid responsiveness, contractor responsibility, and contractor performance. Ability to communicate effectively both orally and in writing to develop comprehensive technical reports, studies, and assessments that analyze complex civil engineering problems, evaluate multiple alternatives, and provide detailed recommendations. Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards; and of the DoD Planning, Programming, and Budgeting System.
