Position Summary

Lead the intake functions of the Office of Institutional Equity and Compliance (the "Office") by conducting intake and assessment of incoming complaints alleging violations of College policies and laws related to Title IX of the Education Amendments of 1972, Title VI and Title VII of the Civil Rights Act of 1964, the Americans with Disabilities Act of 1990 (ADA), as amended, Section 504 of the Rehabilitation Act of 1973, Age Discrimination in Employment Act of 1967 (ADEA), and other federal, state, and local, non-discrimination laws.

The Specialist will acknowledge receipt of complaints and grievances and provide the initial response to complainants; conduct pre-liminary fact finding as required to appropriately assess allegations based on Dallas College policies and applicable laws for assignment to the appropriate department and/or location. The Specialist will work closely with the Institutional Equity and Compliance Officer to coordinate the transfer of cases to investigators.

Required Knowledge, Skills and Abilities

• Demonstrated experience using Microsoft Office applications and document sharing tools.

• Effective communication skills, verbally and written, including demonstrated analytical and critical thinking skills,

• Demonstrated ability to present information in a clear and concise manner and the ability to summarize findings.

• Knowledge of Dallas College policies; familiarity with Title IX, Title VI, Title VII, ADA, Section 504, ADEA and other federal, state, and local non-discrimination laws as they relate to the higher education environment for students and employees.

• Demonstrated ability to learn and fairly apply Dallas College policies and internal Human Resources procedures.

• Ability to organize work effectively and prioritize objectives based on understanding of organizational policies and procedures.

• Ability to work with constituencies externally and internally including students, faculty, staff, and administrators.

• Ability to work in an environment of strict confidentiality with sensitive information, materials, and/or client interactions.

• Demonstrated ability to work independently and meet established timelines.

• Demonstrated interest in nondiscrimination compliance and related issues.

Physical Requirements

Normal physical job functions performed within a standard office environment. Reasonable accommodations may be made to individuals with physical challenges to perform the essential duties and responsibilities.

Minimum Qualifications

• Bachelor's degree; three (3) years of related and progressively more responsible work experience in managing complaints or inquiries and conflict resolution in a college/university setting or equivalent complex organization.

• Official transcripts are required.

• Experience interpreting and applying complex laws and regulations.

• Must have valid Texas driver's license for off-site travel.

• Ability to work outside normal 8:00a - 5:00p work hours, Monday - Friday, if necessary.

Preferred Qualifications

• Knowledge of civil rights laws.

• Experience in higher education compliance and human resources or equivalent complex organization.

• Bilingual or multilingual preferred.

Key Responsibilities

• Develop and implement intake procedures and practices designed for tracking and monitoring for benchmark goals and productivity.

• Maintain regular communication and provide status reports.

• Collaborate with College Title IX Coordinators/Equity Officers, Human Resources, Accessibility Services to ensure appropriate complaint and/or grievance communication and notification.

• Manage complex and confidential issues, with minimal supervision, tact, and resourcefulness.

• Interpret and apply policies and procedures to maintain consistency and compliance.

• Establish and maintain effective work relationships with students, employees, and community members.

• Receive relevant evidence and records for investigations.

• Use interpersonal skills to effectively communicate in person, virtually, and in writing.

• May obtain professional certification through ongoing training and professional development.

• Completes required Dallas College Professional Development training hours per academic year.

• Perform other duties as assigned.
