Senior Project Manager - Federal

STV is seeking an experienced Federal Design-Build Project Manager (PE/RA Required) to support our growing Federal Buildings practice. The ideal candidate is a licensed Professional Engineer (PE) or Registered Architect (RA) with 10+ years of experience leading the design and delivery of Federal and Military facilities projects. This role is focused on design leadership and project delivery, not construction management, and requires demonstrated success managing multidisciplinary architecture and engineering teams through all phases of project development.

The successful candidate will possess significant Design-Build experience, a strong understanding of federal project delivery requirements, and a proven record of leading multiple complex projects concurrently from planning and design through construction administration. Experience supporting federal agencies such as USACE, NAVFAC, GSA, VA, DoD, Air Force, or other federal clients is highly desirable.

Responsibilities

· Report directly to the Project Delivery Manager and oversee project execution, financial performance, client satisfaction, and overall project success.

· Lead and manage the design development and delivery of Federal and Military facilities projects utilizing Design-Build and Design-Bid-Build delivery methods.

· Serve as the primary Design Project Manager responsible for scope, schedule, budget, quality, staffing, risk management, and client communication.

· Lead multidisciplinary project teams, including architects, engineers, specialty consultants, and subconsultants, through all phases of project delivery.

· Manage all aspects of project execution, including scope development, qualifications and proposal preparation, client presentations and interviews, contract negotiations, budgeting and cost control, scheduling and resource management, design coordination, change management, cost estimating, bidding support, construction administration, project communications and reporting, and cash management.

· Serve as the primary client contact and build strong relationships while delivering projects on time, within budget, and in accordance with client expectations.

· Coordinate architectural, structural, civil, mechanical, electrical, plumbing, fire protection, and specialty disciplines throughout the design process.

· Ensure compliance with Federal agency requirements, Design-Build contract requirements, quality standards, and project objectives.

· Administer and enforce project-specific Quality Assurance/Quality Control (QA/QC) procedures and company quality management programs.

· Collaborate with discipline leaders and project executives to ensure successful project outcomes.

· Facilitate problem-solving and decision-making efforts to address complex technical and project challenges.

· Monitor project schedules, deliverables, and financial performance to achieve profitability and operational goals.

· Support business development activities through client engagement, proposal development, capture planning, and interview participation.

· Successfully participate in STV Project Management training.

· Travel locally, regionally, and nationally as required (approximately 10-15%) and obtain credentials required for secure facilities access and classified project work.

Required Qualifications

· Active Professional Engineer (PE) or Registered Architect (RA) license required.

· Bachelor's degree in Engineering, Architecture, or a related discipline.

· Minimum 10 years of experience managing Federal A/E design projects.

· Demonstrated Design-Build project delivery experience required.

· Experience serving as the Design Project Manager responsible for scope, schedule, budget, quality, risk management, and client satisfaction.

· Proven ability to manage multiple concurrent projects and multidisciplinary project teams.

· Experience leading architecture and engineering teams through planning, design, procurement support, and construction administration phases.

· Strong understanding of Federal design standards, project delivery processes, and government contracting requirements.

· Experience developing and managing Quality Assurance/Quality Control (QA/QC) Plans.

· Proposal development and contract negotiation experience.

· Excellent verbal and written communication skills, including technical reports, presentations, and project correspondence.

· Demonstrated leadership skills with the ability to effectively coordinate discipline leaders, Project Managers, executives, and client stakeholders.

· Strong organizational, problem-solving, and decision-making abilities.

· Proficiency with Microsoft Office Suite and scheduling software, including Microsoft Project.

· Valid U.S. Passport, REAL ID-compliant driver's license (or other approved identification), and proof of U.S. citizenship required for federal project work.

Preferred Qualifications

· Project Management Professional (PMP) certification.

· DBIA certification.

· Experience with USACE, NAVFAC, GSA, VA, DoD, Air Force, Army Corps of Engineers, or other federal agencies.

· Experience delivering large Federal Design-Build facilities projects.

· Experience with Deltek, Revit, and AutoCAD.

· Experience with secure facilities, mission-critical facilities, aviation, laboratories, healthcare facilities, and other federal infrastructure projects
