Job Description:\n\nTenacity Solutions is seeking a Senior Full Stack Developer to support a mission-critical Department of Defense healthcare application modernization effort. The developer will design, build, enhance, integrate, test, deploy, and sustain full-stack software that must remain usable in connected and disconnected operational environments. The role requires strong Python backend engineering, modern frontend development, relational database expertise, containerization, DevSecOps, and hands-on experience with distributed or intermittently connected systems. Key Responsibilities Full Stack Application Development • Design, develop, enhance, debug, and sustain production software across backend services, APIs, user interfaces, and data layers. • Develop backend services in Python, preferably using FastAPI; strong Django or Flask experience is also relevant. • Build and maintain responsive user interfaces using React; experience with Angular or Vue may be considered when accompanied by strong modern frontend fundamentals. • Develop responsive interfaces suitable for desktop, tablet, and handheld form factors, with attention to usability, accessibility, and operational workflow. • Use TypeScript where appropriate and apply sound component design, state management, error handling, and frontend testing practices. • Participate in requirements analysis, technical decomposition, estimation, design reviews, code reviews, and sprint demonstrations. Backend, Data, and API Engineering • Design and implement RESTful and service-based APIs that support secure inbound, outbound, and bi-directional data exchange. • Use SQLAlchemy or SQLModel for data access and Alembic or comparable tooling for database schema migration and version control. • Design, query, tune, and maintain PostgreSQL databases, including relational models, transactions, indexing, data integrity, and migration activities. • Support migration from legacy data sources and applications; Oracle migration or legacy Oracle experience is strongly preferred. • Implement data-in-transit and data-at-rest protection and support secure data exchange across system and security boundaries. • Develop and maintain interfaces that integrate with enterprise API gateways, repositories, identity services, and other DoD healthcare systems. • Support data ingestion from heterogeneous structured and unstructured sources and maintain reliable, auditable data flows. DDIL, Offline-First, and Distributed Systems • Design and enhance software that can operate in Denied, Degraded, Intermittent, or Limited connectivity environments. • Implement offline-first and store-and-forward patterns that allow users to continue mission operations when network connectivity is unavailable. • Build and troubleshoot data replication, queue-based synchronization, retry logic, eventual consistency, and conflict detection/resolution mechanisms. • Reconcile data among local devices, facility-level data stores, and enterprise/cloud repositories when connectivity is restored. • Design for operational resilience, recoverability, scalability, and reliable synchronization without compromising data integrity. Cloud, Containers, and DevSecOps • Containerize application services using Docker and support deployment and operation in Kubernetes or comparable orchestration environments. • Develop and maintain CI/CD pipelines for code build, dependency management, security scanning, automated testing, packaging, promotion, and deployment. • Work in or integrate with DoD-approved cloud environments; Cloud One experience is highly desirable. • Support application migration and modernization for cloud-native or cloud-compatible deployment. • Use configuration management and release-management practices that support repeatable deployments, traceability, rollback, and controlled change. • Contribute to observability, logging, application monitoring, health checks, and resiliency improvements across development, test, staging, and production environments. Cybersecurity, RMF, and ATO Support • Build security into the software development lifecycle and DevSecOps pipeline rather than treating security as a post-development activity. • Support continuous Authority to Operate requirements, vulnerability remediation, security scans, dependency checks, and evidence generation. • Apply secure coding practices, including formal code review, flaw and vulnerability detection, and remediation of static and dynamic analysis findings. • Support DoD Zero Trust, cyber-resilience, survivability, RMF, STIG, PKI, identity/authentication, and encryption requirements as applicable to the assigned work. • Support CAC/PKI-enabled access and integration requirements where applicable. • Maintain secure handling of sensitive government information and comply with Government-approved environments, tools, and access controls. Testing and Software Quality • Use Test-Driven Development and automated testing practices where appropriate. • Develop and maintain unit, functional, integration, performance, acceptance, regression, security, and automated test coverage. • Support continuous test execution within CI/CD pipelines and provide reproducible test evidence. • Troubleshoot defects identified through development, integration, Government testing, operational testing, cybersecurity testing, or production support. • Support formal integration testing of application interfaces and coordinate resolution of test findings. • Maintain software quality through source-code review, static analysis, dynamic analysis, dependency scanning, and security-quality checks. Agile Delivery and Collaboration • Work within a cross-functional Agile/Scrum development team using two-to-four-week sprint cadences. • Collaborate with Product Owners, Government technical teams, cybersecurity personnel, testers, architects, operations teams, interface partners, and other contractors. • Translate epics and user stories into clear technical tasks and acceptance criteria, and deliver working software that meets the team’s Definition of Done. • Participate in sprint planning, backlog refinement, daily coordination, estimation, demonstrations, retrospectives, and release planning. • Identify blockers, technical dependencies, integration risks, and schedule risks early and communicate them clearly. • Use Government-approved collaboration and backlog tools, such as Jira or equivalent tools, as directed. Architecture, Documentation, and Sustainment • Support modular, loosely coupled, API-driven architecture using open standards and reusable services. • Design for portability, maintainability, scalability, interoperability, backward compatibility, upgradeability, and long-term supportability. • Create and maintain technical documentation such as architecture diagrams, API/interface documentation, data-flow documentation, database designs, build instructions, version descriptions, release notes, and troubleshooting guidance. • Support bug fixes, patches, enhancements, release deployment, interoperability changes, and sustainment throughout the software lifecycle. • Provide technical reach-back and Tier 3-level support for escalated software, integration, and functional issues when required. Required Qualifications • 5+ years of professional software development experience, with recent hands-on full-stack development responsibilities. • Strong Python development skills and experience building production backend services and APIs. • Hands-on experience with FastAPI, Django, or Flask; FastAPI experience is preferred. • Experience with SQLAlchemy, SQLModel, or comparable Python ORM/data-access frameworks. • Experience managing database migrations with Alembic or comparable migration tooling. • Strong experience with PostgreSQL, including schema design, queries, transactions, data integrity, and performance considerations. • Hands-on experience with React or a comparable modern JavaScript frontend framework; ability to work effectively in React is required for this role. • Working knowledge of TypeScript and modern JavaScript development practices. • Hands-on experience with Docker and containerized application development. • Hands-on experience with Kubernetes or comparable container orchestration. • Experience designing, building, and consuming REST APIs and integrating multiple systems or services. • Demonstrated experience with distributed systems, offline-first applications, intermittently connected applications, data replication, message/queue-based synchronization, or conflict resolution. • Experience working with CI/CD pipelines, source control, automated builds, automated testing, and deployment workflows. • Experience with automated unit, integration, and functional testing and a strong commitment to software quality. • Ability to work collaboratively in an Agile/Scrum environment with cross-functional technical and business stakeholders. • Strong troubleshooting, problem-solving, communication, documentation, and ownership skills. • Ability to work primarily during normal Eastern Time business hours and support occasional after-hours testing, cyber, fielding, or operational events when required. • Ability to satisfy applicable DoD/DHA personnel security, background investigation, system-access, training, and Common Access Card requirements. Highly Preferred Qualifications • Prior Department of Defense, Defense Health Agency, Military Health System, JOMIS, operational medicine, or federal healthcare IT experience. • Hands-on experience with DoD Cloud One or another DoD-approved cloud environment. • Experience supporting applications that must maintain an Authority to Operate, including RMF, STIG, POA&M, continuous monitoring, or security-control evidence. • Experience with CAC, PKI, certificate-based authentication, digital signatures, or DoD identity services. • Experience with Zero Trust architecture, NIST SP 800-207, cyber-resilience, survivability, or secure DevSecOps practices. • Experience migrating data or applications from Oracle or other legacy enterprise database platforms to PostgreSQL or modern cloud repositories. • Experience with enterprise API gateways, asynchronous messaging, event-driven patterns, data reconciliation, and bi-directional synchronization. • Experience supporting Windows-based applications or hybrid/thick-client solutions, particularly solutions that interact with local devices. • Experience with barcode, QR-code, or device-integrated scanning workflows. • Experience with centralized logging, monitoring, observability, application-performance monitoring, and resilient/self-healing application patterns. • Experience with Human-Centered Design, responsive user interfaces, workflow analysis, wireframes, usability testing, or accessibility verification. • Experience creating technical architecture, interface-control, database-design, data-flow, or requirements-traceability documentation. • Experience supporting formal Government integration, developmental, operational, cybersecurity, or interoperability testing. Education Preferred: Bachelor’s degree in Computer Science, Software Engineering, Information Technology, Information Systems, or a related technical discipline. Equivalent professional experience may be considered. Security and Access Requirements • Candidate must be able to meet Government personnel security and background investigation requirements applicable to the position. • Candidate must be able to obtain and maintain required system/network access and a Common Access Card when required for assigned duties. • An active clearance is not stated as a universal requirement in the program materials reviewed; any specific clearance or citizenship requirement will be confirmed before final candidate submission. • Candidate must comply with Government cybersecurity, acceptable-use, privacy, training, and nondisclosure requirements associated with assigned systems and data.
