Senior Buyer

Loudoun County's national award-winning Division of Procurement is seeking a highly motivated Senior Buyer to support County-wide small purchasing requirements. This position is responsible for most contracts with a value up to $200,000 including negotiating, signing and awarding. An experienced individual is needed to contract for a wide variety of goods and services in compliance with the Virginia Public Procurement Act within the parameters of the Procurement Resolution guidelines and goals. Duties include but are not limited to:

• Assisting departments with small purchase needs
• Drafting, issuing, and awarding informal solicitations
• Leading negotiation efforts for informal contracts, including pricing, terms, and vendor performance expectations/deliverables
• Providing procurement research, advice, and guidance to department heads, division/program/project managers, vendors, and other government procurement offices
• Responding to FOIA requests
• Issuing purchase orders

Hiring salary is commensurate with experience. This position is eligible for up to three (3) days a week of telework in accordance with the County's Telework Policy.

Bachelor's degree in Business Administration or a related field, preferably with coursework in procurement or similar field; two (2) years of related work experience in procurement of goods and services along with experience working with ERP and web-based systems; or equivalent combination of education and experience. Excellent written and oral communication and public presentation skills, as well as attention to detail and strong organization and planning skills are essential for this challenging position. Successful candidate must have excellent computer skills and be a team player with a positive attitude. Knowledge of the Virginia Public Procurement Act is preferred, but training will be provided. State or local government experience is desired. Certification as CPPB or NIGP-CPP is preferred.

Employment is contingent upon successful completion of criminal and credit background checks. Must hold or obtain Certified Professional Public Buyer (CPPB) certification within three (3) years of hire (preferably).
