Traffic Signal Technician
Performs skilled technical work in the installation, maintenance, troubleshooting, and repair of traffic signal and electronic traffic control equipment to ensure the safe and reliable operation of the City's transportation system. Responsibilities include maintaining traffic signal controllers, conflict monitors, traffic management cameras, and detection cameras; diagnosing and repairing signalized intersections; and managing maintenance activities through the CityWorks work order system. Strong computer skills, effective communication, and the ability to work collaboratively in a team environment are essential.
Responsibilities:
- Install, maintain, troubleshoot, and repair traffic control devices throughout the City's transportation network, including traffic signal controllers, conflict monitors, and related electronic equipment.
- Maintain traffic management and detection camera systems to ensure reliable operation.
- Diagnose malfunctions at signalized intersections and perform necessary field repairs.
- Complete and maintain accurate records, including maintenance reports, inventory documentation, vehicle inspection reports, daily work logs, and work orders in CityWorks.
- Set up temporary traffic control devices, including signs and cones, in accordance with the CDOT WATCH Handbook, the Manual on Uniform Traffic Control Devices (MUTCD), and applicable safety training.
- Maintain a safe work environment by following established safety procedures, using appropriate personal protective equipment (PPE), recognizing and reporting unsafe conditions, and safely working with energized 120-volt electrical circuits.
- Load, unload, transport, and organizing materials, supplies, tools, and equipment needed to complete assigned work.
- Participate in a rotating on-call program to respond to traffic signal and sign emergencies 24 hours a day, 7 days a week. Serve as the first point of contact for after-hours emergency calls and determine the appropriate response within established guidelines.
- Assist in training new employees and supporting team development as needed.
- Perform other related duties as assigned.
Minimum Qualifications:
- High school diploma or GED.
- Valid driver's license and ability to obtain a City driving permit upon hire.
- IMSA Signals Level I or higher Certification, or ability to obtain within one year from date of hire
- Ability to obtain a Class B Commercial Driver's License (CDL) within 12 months of hire.
- Ability to safely work outdoors in varying weather conditions and around energized 120-volt electrical circuits.
- Ability to participate in a rotating on-call schedule for emergency response.
Preferred Qualifications:
- 3-5 years of direct experience involving: underground utility locates; installation, maintenance, and repair of traffic control devices.
- Experience with work hazards, safety precautions, and OSHA regulations, including but not limited to: overhead work, live 120-volt circuits.
- Computer experience preferred; including but not limited to: typing, word documents, spreadsheets, and work order management system.
- Any equivalent combination of experience and training which provides knowledge and abilities to perform work.
Knowledge, Skills, and Abilities:
- Ability to read and write.
- Ability to follow verbal and written instructions.
- Knowledge of methods, materials, tools and standard practices for the installation, operation and maintenance of traffic signal equipment and supporting systems
- Knowledge of the standard methods, materials and equipment used in locating underground utilities
- Ability to use specialized equipment (i.e., bucket truck, hydraulic drills, chain jacks, strap jacks, lashing machines, air compressor, core drill, bucket buddy, volt meter, voltage tester, soldering irons, heat guns) and hand tools used in traffic operations.
- Ability to work as part of a dynamic Traffic Signals team
- Knowledge of the standard methods, materials, tools and equipment used in electronics and electrical repair work
- Skilled in electrical work involving the maintenance and installation of overhead traffic signals, wires, control cables, and pedestrian signals.
- Ability to perform heavy manual labor for extended periods, sometimes under unfavorable weather conditions.
- Knowledge of the occupational hazards and safety precautions involved in electrical work
- Ability to diagnose, troubleshoot, and repair malfunctions in traffic signal equipment
- Ability to read and interpret typical wiring diagrams, signal plans, City maps, or other traffic signal device related files or documents.
- Knowledge on the MUTCD and Nationals Electrical Manufacture's Association and National Electric Code standards for signal equipment
- Technological & Computer Skills computer and typing knowledge; including proficiency in Microsoft Office Suite, examples include: Outlook, Excel, and Word (or comparable programs, with the ability to learn Microsoft within the first year of hire). Has capacity to learn and is familiar with computer programs for work & access management, and training, including but not limited to: Kronos, PeopleSoft, Cityworks, MySuccess, etc.
- Organization - ability to maintain accurate and organized records or files in a way that can be effectively accessed and remain confidential if necessary; organize and reconcile data; prepare corresponding reports and understand data; ability to follow through with self-audit of work to ensure accuracy.
- Customer Service Knowledge of the principles and processes for providing customer service, meeting quality standards, and evaluating customer satisfaction.
- Professionalism Ability to exhibit professional behavior always; interact regularly and professionally with departmental and divisional personnel, other City department staff, and citizens, as required. Includes adherence to City Code of Ethics, Guiding Principles, and other established measures.
- Communication Ability to convey information effectively through speaking and writing; understanding information received from others. Knowledge of business English, spelling, punctuation and business mathematics. Ability to work independently and in a team environment.
- Decision Making Skills Efficiently and effectively make choices, considering factors such as cost, benefits, and political implications of potential actions.
- Problem Sensitivity - The ability to assess when something is wrong, or likely to go wrong; recognizing there is a problem that needs a solution.
- Time Management The ability to manage time effectively to meet varying deadlines of multiple tasks.
- Considerable knowledge of the City/Department of Transportation regulations, procedures or the ability to acquire within first year of hire.
- Building & Construction Knowledge of the materials and tools involved in the construction and repair of traffic control devices such as signs, signals, and pavement markings in relation to highways and roads. The knowledge of the equipment and materials used in all areas of Engineering & Operations work.

Conditions of Employment:
The City's Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
