Navy DDG Project Manager (Philadelphia, PA) Life Cycle Engineering is looking for its next Project Manager in Philadelphia, PA (NSWCPD) to lead a large, multi-year services contract supporting the U.S. Navy on DDG-1000 Class, DDG-51 Flight III, DDG(X), and future large surface combatant/concept platforms' high and low-voltage electrical systems. This position is hybrid with an onsite presence as required. You will own technical execution and business performance across multiple task orders including planning, cost/schedule control, subcontract administration, OEM coordination, shipboard maintenance/repairs, GFP/CAP stewardship, and contractual reporting. You will exercise strong customer engagement with NSWCPD Codes 40/44/50 and cross-functional leadership of engineers, logistics, and OEM partners. Project Planning & Financial Control

- Plan, allocate, track labor and ODC ceilings, funding, and expenditures across multiple task orders and ACRNs; manage expenditure rates, EACs, and variance analyses; coordinate timely incremental funding and ceiling adjustments.
- Coordinate with Contracts and Finance to ensure compliant execution of funding actions and ceiling modifications.
- Ensure compliance with contract terms, CLIN/SLIN structures, and ACRN funding controls; support deliverable quality, schedule adherence, and risk/issue management.
- Scope, price, issue, and administer 100+ POs/subcontracts annually; monitor technical performance, schedule, and QA; lead change management and closeouts.
- Provide oversight of specialized services from electrical OEMs; integrate OEM test results, design changes, and technical recommendations.
- Coordinate multi-month efforts for obsolescence mitigations, equipment improvements, configuration control, and test/validation activities.
- Coordinate shipboard preventive maintenance and emergent repairs and enforce NAVSEA/shipboard safety and tag-out requirements.
- Facilitate procurement and delivery of incidental materials/equipment aligned to technical direction, QA, and material traceability requirements.
- Manage Government Furnished Property (GFP) and Contractor Acquired Property (CAP) per contractual and property-management policies; maintain logs and custody records.
- Lead monthly reporting (technical status, financials, GFP/CAP, risks) and formal reviews; provide stakeholder communications and action-tracking to closure.
- Secret level security clearance or ability to obtain and maintain
- BS in Electrical Engineering from a U.S.-accredited institution
- U.S. citizenship required; Secret clearance or ability to obtain
- 10 years of relevant experience directing projects that include planning, scheduling, and client interfacing; of these, a minimum of 5 years at the Program or Project Management level (concurrent with overall experience acceptable)
- Demonstrated, hands-on experience managing contract/task order ceilings, funding, and expenditures; proficiency with EVM-lite metrics, EACs, and variance/risk control
- Advanced proficiency with MS Excel or equivalent tools to develop and maintain complex labor planning, funding, and subcontract tracking models across multiple task orders
- Understanding of U.S. Navy HM&E In-Service Engineering roles/responsibilities; familiarity with SCD/obsolescence policies and shipboard maintenance/safety requirements
- Familiarization with U.S. Navy cybersecurity and software controls requirements (e.g., RMF concepts and associated controls)
- Strong stakeholder management: ability to collaboratively lead complex, multi-activity efforts across LCE, NSWCPD, OEMs, and other subcontractors
- Prior engineering leadership supporting U.S. Navy programs or projects
- Direct experience with DDG-1000 class HV/LV electrical systems
- Experience with OEM power electronics, medium-voltage gear, and drive systems
- Experience translating OEM design/test artifacts into shipboard work packages and acceptance criteria
- Familiarity with NSWCPD processes, NAVSEA technical authority, and shore/ship test and safety procedures
- Regular walking, climbing ladders/stairs, bending, reaching, standing, and prolonged sitting; ability to traverse a shipboard environment.
- Ability to communicate effectively (speak/read/hear/write) and operate standard office/IT equipment.
- Travel up to 10% as required by project needs.
