This vacancy is for a Executive Protection Agent in the Office of the Secretary within the Department of Commerce. Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. MANDATORY COMPLETION OF BASIC TRAINING: Applicants who have satisfactorily completed a basic law enforcement training program provided by the Federal Law Enforcement Training Center, or an equivalent training program that provided instruction in the laws of arrest, search, and seizure as they relate to investigating offenses against the United States, must provide a copy of the certification with their application. NOTE: Selectees may be required to complete division-specific basic agent training successfully. To qualify at the GS-11 level, all applicants must meet the mandatory training AND specialized experience. SPECIALIZED EXPERIENCE: You must possess one year (52 weeks) of specialized experience at the GS-9 (or equivalent pay band) level in the Federal service or comparable experience in the private sector or local or state government. Specialized experience is identified as, or a combination of: Assisting with planning and coordinating protective operations (i.e., personnel, executive-level, high-ranking officials, etc.); Assisting with developing protective service plans for both routine operations and during official travel or public engagements; Executing investigative and operational activities (i.e., surveillance, threat assessment, etc.) and preparing reports. -OR- SUBSTITUTION OF EDUCATION: A Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher-level graduate education leading to such a degree, OR LL.M., if related. -OR- COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To qualify at the GS-12 level To qualify at the GS-12 level, all applicants must meet the mandatory training AND specialized experience. SPECIALIZED EXPERIENCE: You must possess one year (52 weeks) of specialized experience at the GS-11 (or equivalent pay band) level in the Federal service or comparable experience in the private sector or local or state government. Specialized experience is identified as, or a combination of: Developing protective services strategies to safeguard (i.e., executive-level, high-ranking, etc.) personnel, facilities, and infrastructure; Monitoring and conducting investigations of security operations (i.e., security incidents, threats, suspicious activity); Collaborating with federal law enforcement agencies and emergency preparedness partners; Executing investigative and operational activities (i.e., surveillance, threat assessment, etc.) and preparing reports. -OR- To qualify at the GS-13 level To qualify at the GS-13 level, all applicants must meet the mandatory training AND specialized experience. SPECIALIZED EXPERIENCE: You must possess one year (52 weeks) of specialized experience at the GS-12 (or equivalent pay band) level in the Federal service or comparable experience in the private sector or local or state government. Specialized experience is identified as, or a combination of: Leading the execution of protective operations planning, coordinating, and managing security protocols for personnel (i.e., executive-level, high-ranking, etc.), facilities, and infrastructure; Conducting threat and vulnerability assessments for public and sensitive missions; Collaborating on security interests with partners (i.e., federal, state, and local entities) in strategic planning, briefings, and emergency preparedness operations; Executing investigative and operational activities (i.e., surveillance, threat assessment, etc.) and preparing reports. -OR- LISTED BELOW IS ADDITIONAL INFORMATION THAT IS REQUIRED FOR THIS POSITION FOR ALL GRADE LEVELS: MAXIMUM ENTRY AGE LIMIT: The maximum entry age for this position shall not exceed age 37, unless you have sufficient prior Federal civilian law enforcement experience or you are a preference eligible veteran. If you are a preference-eligible veteran, you may be eligible for this position after your 37th birthday. You must supply a copy of your Defense Department Form 214 (DD-214) along with Standard Form 15 (if applicable) and any associated documentation in accordance with the instructions in this vacancy announcement. Failure to provide this documentation with your application will result in the loss of eligibility to receive a waiver of the maximum entry age requirement. If you have an approved age waiver, please submit that with your application. If you have current or prior Federal Law Enforcement Officer coverage, you must submit the appropriate SF-50s documenting the period of coverage. Failure to provide proof of Federal LEO coverage may result in removal from consideration. NOTE: LAUTENBERG AMENDMENT This position authorizes the incumbent to carry a firearm. Any person who has been convicted of a felony or misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, USC Section 992(g)). A felony or misdemeanor crime of domestic violence is generally defined under the statute as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian. The term convicted, as defined in the statute, excludes any person whose conviction has been expunged, set aside, or pardoned, or any person whose civil rights have been restored, so long as such restoration does not restrict the shipping, transport, possession, or receipt of firearms or ammunition. Candidates who have been convicted of a felony or misdemeanor crime of domestic violence within the meaning of the referenced statutes are not eligible for this position. FIREARMS REQUIREMENT This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996. An applicant whose background includes any of the following will be ineligible for consideration: 1) convicted of a crime punishable by imprisonment exceeding one year; 2) has any outstanding warrants or is a fugitive from justice; 3) unlawful user of or addicted to any controlled substance; 4) adjudicated as a mental defective or has been committed to a mental institution; 5) illegally or unlawfully in the United States; 6) renounced U. S. citizenship; 7) subject to a court-ordered restraining order from harassing, stalking, or threatening an intimate partner or child; or 8) convicted of a misdemeanor crime of domestic violence. #J-18808-Ljbffr US Office of the Secretary
