Pharmacy Technician Position at Federal Correctional Institution Gilmer
The Pharmacy Technician provides Pharmacy Technician support services for the inmate population incarcerated at the Federal Correctional Institution (FCI) Gilmer in Glenville, West Virginia. The Pharmacy Technician assists the staff pharmacist with pharmacy operations and performs services in accordance with Federal Bureau of Prisons policies, institutional requirements, Federal and State policies and regulations, and standards and methods generally accepted within the field of Pharmacy Technician services.
The Pharmacy Technician will perform duties that include, but are not limited to, the following:
- Assist the staff pharmacist in ordering, stocking, storing, and assisting the pharmacist with dispensing prescription and non-prescription medications.
- Perform assigned duties within Bureau of Prisons Formulary constraints and applicable budgetary guidelines.
- Prepare Pill Line medication cards.
- Prepare unit-dose medications for Pyxis.
- Complete and maintain competency through the Pharmacy Competency Module.
- Maintain knowledge of the Bureau of Prisons Formulary and changes to the formulary.
- Assist the pharmacist in maintaining medication stock in the:
- Main pharmacy;
- Satellite camp;
- Crash carts;
- Emergency bags; and
- Automated dispensing systems.
- Check for outdated medications in accordance with applicable policy.
- Maintain narcotics counts.
- Maintain needle and syringe inventories.
- Maintain and restock supplies for the Night Stock cabinet.
- Perform audits of the Night Stock cabinet or automated dispensing system.
- Maintain stock records.
- Maintain pharmacy areas in a clean and orderly condition consistent with departmental safety and sanitation guidelines.
- Use the Bureau of Prisons electronic medical record.
- Complete computer documentation.
- Schedule patients.
- Prepare institutional call-outs.
- Scan documents.
- File documents.
- Type institutional memoranda.
- Answer telephones.
- Perform minor clerical duties associated with pharmacy operations.
- Maintain working knowledge and technical computer skills related to pharmacy matters.
- Apply knowledge of methods, techniques, and procedures used to perform job activities involving medical equipment and automated systems.
- Participate in Improving Organizational Performance Data activities.
- Participate in Quality Assurance activities as directed by the pharmacist or Health Services Administrator.
The Pharmacy Technician must:
- Have completed a formal Pharmacy Technician Program.
- Have satisfactorily completed an internship.
- Have at least one year of Pharmacy Technician experience.
- Possess a current Basic Life Support cardiopulmonary resuscitation certification.
- Experience working in a correctional environment is preferred but not required.
- Documentation evidencing the individual's education, training, experience, and qualifications must be provided as required.
The Pharmacy Technician must possess:
- Knowledge of methods, techniques, and procedures used to perform Pharmacy Technician activities.
- Knowledge of medical equipment and automated systems used in the performance of assigned duties.
- Knowledge of safety principles and infection-control requirements in a patient-care environment.
- The ability to relate and deal effectively with physicians, peers, inmates, and others.
- The ability to recognize, report, and record changes in a patient's physical or emotional condition.
- The ability to administer medication.
- Working knowledge of technical computer systems related to pharmacy operations.
The Pharmacy Technician will:
- Receive patients.
- Explain procedures to alleviate undue anxiety.
- Submit reports and evaluations as requested.
- Follow the Bureau of Prisons Health Services Manual.
- Follow local institutional mandates.
- Follow Health Services Department policies governing patient encounters.
- Maintain an open line of communication with the Clinical Director, Health Services Administrator, and Contracting Officer's Representative.
- Patients will be afforded impartial access to available or medically indicated treatment or accommodations regardless of race, creed, sex, national origin, or religion.
Performance of services will require frequent and unsupervised contact with inmates.
The Pharmacy Technician will not be responsible for managing inmates, other than ensuring that inmates involved within the scope of work comply with applicable rules intended to protect their safety and well-being.
The Pharmacy Technician must:
- Remain continuously aware of institutional security requirements.
- Maintain a professional relationship with inmates.
- Immediately report violations of institutional rules and regulations to a Government employee.
- Provide documentation to the Contracting Officer's Representative or designee regarding inmate infractions when requested.
The Pharmacy Technician must attend the Institution Familiarization Orientation Program before beginning institutional duties.
The Pharmacy Technician must comply with all institutional regulations governing:
- Safety;
- Custody;
- Conduct of inmates;
- Identification;
- Accountability; and
- Access to the institution.
The Pharmacy Technician must:
- Sign in and out of the institution as required.
- Wear the institution-issued identification badge at all times.
- Follow institutional security requirements while performing services.
- Adhere to Privacy Act requirements when operating or accessing systems of records used for medical-treatment documentation.
The Pharmacy Technician may be removed from the institution at the discretion of the Chief Executive Officer.
The Pharmacy Technician must wear appropriate and professional attire at all times.
Khaki or green clothing of any type is prohibited because those colors are worn by the inmate population.
Services are normally required five days per week, Monday through Friday, excluding Federal holidays.
The normal schedule consists of:
- Seven one-hour sessions per day;
- An average of 35 sessions per week;
- Hours normally between 6:00 a.m. and 1:30 p.m.; and
- A 30-minute unpaid lunch period.
- The institutional daily call-out determines the exact schedule and sessions required.
The Pharmacy Technician must be flexible because the schedule is subject to change based on:
- The variable needs of the institution;
- Security matters;
- Inclement weather;
- Electrical or mechanical problems; and
- The unpredictable nature of the correctional environment.
The Pharmacy Technician must be available for emergencies as necessary.
In the event of an absence, time may be made up provided that total services do not exceed 35 hours during the applicable week.
The Pharmacy Technician may be required to:
- Submit to testing for tuberculosis or other communicable diseases; or
- Provide acceptable evidence of recent testing or immunity to selected communicable diseases.
Failure to provide required testing or acceptable evidence may result in denial of access to inmates.
The Pharmacy Technician must immediately report in writing any adverse action taken by a regulatory body involving certification or licensure.
Reportable actions include:
- Suspension;
- Revocation; and
- Restriction on licensure as a Pharmacy Technician.
If the Pharmacy Technician develops a medical condition that could reasonably place workers, inmates, patients, or the public at risk, the individual must be removed from affected activities.
The Pharmacy Technician shall not:
- Supervise inmates;
- Supervise Bureau of Prisons staff;
