Program Development Coordinator

Special Note: The Program Development Coordinator position is a single incumbent, temporary casual assignment with an anticipated employment duration of 2–6 weeks. The position will be available until filled. Pay: Candidates can expect to be hired within the eight-step salary range of $86,715.20 – $107,265.60. Responsibilities Conduct moderate to complex research and analysis for strategic planning, design and development, implementation, and appraisal of existing programs within pre‑established goals, strategies, and objectives. Research, develop, and implement plans and processes that meet desired outcomes; gain consensus and support the implementation of strategic innovation related to talent development, change management, strategic planning, and data‑informed operations. Coordinate and monitor activities, schedules, and deadlines of assigned programs, including relationship and contract management. Develop RFPs and scopes of work, lead procurements for vendor services, and administer resulting contracts. Conduct administrative studies and analysis to solve problems related to budget, organization, program, procedures, and employee utilization; recommend program guidelines, standards, procedures, policies, and protocols. Appraise existing programs, issue recommendations for improvements to enhance compliance and efficiency, and monitor programs and services for conformance to regulations. Plan, organize, coordinate, and support general oversight for programs and services rendered through contracts, MOUs, internal operations, and grant opportunities. Write moderate to complex documents such as grant applications, case statements, technical reports, board reports, presentations, stakeholder correspondence, training curriculum, and marketing materials; oversee systems integration and provide data entry support related to programs and grants requirements. Conduct and attend meetings to provide information, resolve issues, and plan and coordinate activities and logistics for meetings, retreats, workshops, and other engagement campaigns; may represent the Housing Authority at business and community meetings. Establish and maintain effective relationships with stakeholders in a manner that reflects well upon the Housing Authority. Perform other duties as assigned. Knowledge, Skills and Abilities Knowledge of program functions and scope; office management principles; public administration practices; budget preparation and control; statistical and systems analysis; project planning and design; housing authority policies and objectives; research techniques; oral and written communication skills; applicable federal, state and local laws and codes; technical aspects of field of specialty. Ability to manage multiple projects; conduct research studies; prepare clear, concise logical analysis; evaluate and recommend improvements; work independently; analyze situations; make decisions; meet schedules and timelines; maintain effective working relationships; exercise confidentiality; develop persuasive presentations; interpret laws, codes, regulations; utilize computers and software such as word processing, database manager, spreadsheets; apply knowledge to professional projects. Minimum Qualifications

• Graduation from a recognized college with a Bachelor’s degree, preferably in public or business administration or a closely related field.
• Minimum of three (3) years progressively responsible experience in public or nonprofit community programs, including preparation of complex written reports, data analysis and/or contract management.
• Master’s degree is highly desirable.
• Possession of a valid California driver’s license.
