In this dynamic leadership role, you'll manage daily statewide operations for a team of trained Medicaid Specialists, ensuring members and providers receive accurate, timely support. You'll oversee critical telephony systems, guide policy-driven work, and support initiatives that expand access to vital healthcare services for low-income children and families.

Minimum Qualifications

Six years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR Six years of full-time work experience in any field plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR A bachelor's degree plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR An advanced degree or a Juris Doctorate plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

• Supervises a team of Medicaid Program Specialists, ensuring accurate case processing, system use, and compliance with Medicaid eligibility policy and procedures.

• Oversees daily operations within TouchPoint, CosmoCorder, LaMEDS, and related systems, ensuring staff have correct access, roles, and profiles to perform eligibility determinations and member support.

• Manages Workforce Management activities, including scheduling to maintain coverage, meeting ASA and abandonment rate metrics, and monitoring team performance through quality reviews and call calibrations.

• Provides ongoing coaching, remedial training, and feedback by reviewing error rates, customer satisfaction, AHT, ASA, soft skills, and adherence to HIPAA, PHI, and verification requirements.

• Participates in policy and system workgroups, contributes to testing and procedural updates, and provides reports, analysis, and insights to leadership on trends and operational impacts.

• Leads full-cycle staffing responsibilities including recruiting, interviewing, onboarding, setting performance goals, conducting evaluations, resolving personnel issues, and recommending personnel actions.

• Supports EFO's mission by performing additional duties as assigned, participating in statewide training, engaging in quality improvement efforts, and assisting with outreach and emergency response activities.
