JOB OVERVIEW

Under the direction of the General Manager, the Janitorial Project Manager is responsible for managing the cost, submittals, logistics, labor and project tasks with a specialized focus on delivery in response to specific contract statements of work as proposed to federal government agencies. The Project Manager (PM) is responsible for the overall management, coordination, and execution of custodial services at Joint Base Charleston in strict compliance with the Performance Work Statement (PWS), Service Summary (SS), and applicable Department of the Air Force (DAF), DoD, OSHA, and environmental regulations. The PM serves as the Contractor's authorized representative and primary point of contact for the Government, with full authority over day-to-day contract operations.

RESPONSIBILITIES

• Ensure all custodial services (Levels 1-4) are performed in accordance with the PWS, AFCOLS standards, approved schedules, and accepted Quality Control Plan (QCP).

• Oversee daily custodial operations across all facilities on JB CHS-Air Base and JB CHS-Naval Weapons Station.

• Ensure uninterrupted performance of mission-essential services during emergencies or base closures, per DFARS View phone number on click.appcast.io.

• Coordinate work schedules, shift coverage (day/night/late-night), and deviations as required to meet operational requirements.

• Manage recruitment, onboarding, scheduling, and supervision of custodial personnel for all service levels.

• Ensure contractor personnel meet all security clearance, background check, immunization, and training requirements, particularly for Child Development Centers (CDCs), Youth Centers (YCs), and other Level 4 facilities.

• Maintain accurate employee rosters and provide updates to the CO/COR within 48 hours of request.

• Ensure all contractor personnel present a professional appearance and are properly identified on the installation.

• Ensure compliance with OSHA, Air Force Occupational Safety and Health (AFOSH), antiterrorism, and base security requirements.

• Oversee hazardous material management, HAZMAT inventories, SDS submissions, spill response, and waste disposal in compliance with JB CHS environmental policies and federal regulations.

• Ensure Controlled Unclassified Information (CUI) is handled in accordance with DoD and DAF requirements.

• Maintain key control procedures to prevent loss, duplication, or unauthorized use of government-issued keys.

• Submit annual service schedules and Cleaning Frequency Schedules (CFS) within required timelines and ensure compliance once approved.

• Coordinate with facility managers, COR, and CO on access requirements, schedule adjustments, inspections, and work orders.

• Participate in monthly progress meetings with Government representatives and provide required performance data and documentation.

REQUIREMENTS

• Minimum 5 years of project or contract management experience in custodial, facilities management, or base operations (federal or military installation preferred).

• Demonstrated experience managing multi-site operations, workforce scheduling, and compliance with performance-based contracts.

• Proven knowledge of quality control systems, service level inspections, and corrective action management.

• Ability to obtain and maintain required base access credentials and background clearances.

• Strong written and verbal communication skills with experience interfacing with COs, CORs, and facility stakeholders.

• Prior experience managing custodial or facilities services on U.S. Air Force or DoD installations.

• Familiarity with AFCOLS, performance-based service contracts, and mission-essential service planning.

• Experience overseeing Level 4 custodial environments (CDCs, YCs, fitness centers).

• CBA/Government contracting experience preferred

• Experience in Alaska Native Corporations preferred
