Program Operations Specialist 1

Duties Description Oversee the process flow and participate in the evaluation of service delivery, meeting system goals and service expectations of individuals, families, and advocates. Within the housing team, perform administrative tasks including ongoing communication and direction at team meetings, complete required reports, share policy and procedure requirements, develop and maintain staff schedules and resources, make specific staff assignments, ensure team members have a working knowledge of OPWDD supports and services, and provide training and clear expectations. Engage in regular audit and improvement activities within the division. Maintain knowledge and understanding of OPWDD policies and procedures. Review ADM’s, protocols, policies, and procedures as released and conduct training to ensure implementation. Participate in local and statewide meetings, trainings, and workgroups as indicated. Foster effective collaboration and communication with individuals, families, Care Coordination Organizations, agencies, local government units, and other community stakeholders. Participate in the regular maintenance of the Region 4 Policy and Procedural Manual. Provide technical assistance to Care Coordination Organizations and OPWDD provider agencies as needed. Participate in various committees as directed by the Regional Leadership Team. Preferred: Initiate tasks, strong computer and data‑analysis skills. Other tasks as assigned. Travel as needed. Minimum Qualifications Open Competitive Program Operations Specialist Trainee 1 (SG‑14): bachelor’s degree in a human services field. Program Operations Specialist Trainee 2 (SG‑16): bachelor’s degree in a human services field and one year of experience in a federal or state certified human service program in a professional administrative role involving planning, coordinating, monitoring or evaluating service provision for people with developmental disabilities, including information gathering and analysis. Program Operations Specialist1 (SG‑18): bachelor’s degree in a human services field and two years of experience in a certified human service program, one of which must involve planning, coordinating, monitoring or evaluating service provision for people with developmental disabilities, including information gathering and analysis. Competitive applicants must be reachable for appointment on the current Civil Service Eligible List or the Professional Career Opportunities (PCO) Eligible List for this title. Substitution – A Juris Doctor, master’s or higher degree in a related field can substitute for one year of specialized experience. Transfer – Candidates must have one year of permanent competitive or 55‑b/c status in the posted title and be eligible for lateral transfer, or be eligible to transfer via Section70.1, 70.4, or 52.6 of Civil Service Law. Transfers that result in an advancement of more than two salary grades are prohibited. 55 B/C Qualifications Possess the minimum qualifications for this title as established by the Department of Civil Service. Meet the applicable minimal mental and/or physical requirements for the job (with a reasonable accommodation, if necessary). Have a current Eligibility Letter from the NYS Department of Civil Service and be able to provide it to Human Resources upon request. Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). Positions may be filled via a non‑competitive appointment, but candidates must meet the minimum qualifications of the title. Within one year of permanent appointment, employees hired under NY HELPS will transition to permanent competitive status without the need to take an exam.
