Proposal Coordinator (AEC)

Location: Houston, Texas
Employment Type: Full Time
Salary: $60,000 to $70,000 annually, depending on experience

Employment & Training Centers, Inc. is partnering with a well established civil engineering consulting firm to hire an experienced Proposal Coordinator to support business development efforts across Texas.

This is an excellent opportunity for a proposal professional with Architecture, Engineering, and Construction (AEC) experience who enjoys managing high profile pursuits for transportation, water and wastewater, municipal, and infrastructure projects.

In this role, you will work closely with engineers, project managers, and executive leadership to develop compelling Statements of Qualifications (SOQs), Requests for Qualifications (RFQs), Requests for Proposals (RFPs), interview presentations, and other marketing materials that help the firm win new business.

Key Responsibilities

• Coordinate the full proposal lifecycle from opportunity identification through final submission.
• Lead proposal kickoff meetings and establish schedules, assignments, and deadlines.
• Manage SOQ, RFQ, and RFP responses for TxDOT, municipalities, counties, toll authorities, utility districts, and other public agencies.
• Review solicitation requirements and develop compliance matrices, proposal outlines, and submission checklists.
• Collaborate with engineers and technical staff to gather project descriptions, staff resumes, qualifications, and technical content.
• Write, edit, proofread, and format proposal narratives for clarity, consistency, and compliance.
• Coordinate internal quality reviews, red team reviews, and final proposal production.
• Prepare electronic and printed proposal packages.
• Support interview preparation and presentation development for shortlisted pursuits.
• Maintain proposal templates, project sheets, staff resumes, marketing collateral, and graphics.
• Track opportunities, pursuits, proposal status, and win/loss information using CRM or opportunity tracking systems.
• Assist with website updates, social media content, award submissions, and other marketing initiatives.

Preferred Qualifications

• Bachelor's degree in Marketing, Communications, English, Journalism, Business, or a related field preferred.
• Three to seven years of proposal coordination, marketing, or business development experience.
• Experience within the Architecture, Engineering, and Construction (AEC) industry strongly preferred.
• Experience preparing SOQs, RFQs, and RFPs for public sector clients.
• Experience supporting proposals for agencies such as TxDOT, municipalities, counties, toll authorities, utility districts, or other public entities.
• Strong writing, editing, proofreading, and document formatting skills.
• Advanced proficiency with Microsoft Word, PowerPoint, Excel, and Outlook.
• Adobe InDesign proficiency is required.
• Experience with Adobe Acrobat required; Photoshop and Illustrator are preferred.
• Experience using CRM or opportunity tracking systems preferred.
• Strong project management skills with the ability to manage multiple concurrent proposal deadlines.
• Exceptional attention to detail, organization, and quality control.
