Unemployment Insurance Senior Claims Deputy

Summary Statement As an Unemployment Insurance Senior Claims Deputy, you will render non-monetary determinations of claimants' eligibility to receive unemployment benefits. Primary responsibilities involve acting as a technical resource; render eligibility decisions in complex cases; provide interpretations of unemployment compensation guidelines; and assist in training Claim Deputies in proper handling of their responsibilities. You will work under the general supervision of the Unemployment Insurance Local Office Manager alongside a staff of Claims Deputies, Processors, and Interviewers. Essential Functions Issue non-monetary eligibility determinations in complex cases involving legal matters, labor disputes, or multiple claimants by consulting unemployment compensation guidelines and precedents. Review complex unemployment claims against program eligibility requirements by comparing claims to written state and federal guidelines. Collect information from claimants and employers in complicated cases to ascertain factors involved in determining eligibility. Respond to difficult telephone and written requests for policy and procedural information or interpretation from claimants, employers, other Department of Labor personnel, concerned citizens, and the general public. Explain determinations to claimants and employers citing state and federal regulations and important facts. Explain and interpret unemployment compensation state and federal guidelines as well as local office procedures to office personnel for consistent application. Assist office personnel in determining the eligibility of claims in less clearly defined cases by consulting appropriate guidelines and gathering relevant information. Assist the local office manager by training claims deputies in proper handling of their duties, supplying and interpreting guidelines and procedures so that work is performed with minimal guidance; also assist in training of claims personnel. Delegate work to other office personnel, monitor workloads, take attendance, provide information in the evaluation of office personnel, and act as office manager in the absence of a superior. Recommend and implement changes in office procedures by evaluating the effectiveness of current practices. Explain the appeals process and file appeals in more complicated cases for claimants and employers when either party is dissatisfied with the eligibility determination. Compile information and prepare related administrative reports. Review appeal decisions to decide whether or not results can be upheld. Perform related duties as required. Job Requirements Six months of experience in case management, including assessing, planning, developing, implementing, monitoring, and evaluating options and services to meet an individual's human service needs. Six months of experience making recommendations as part of a client’s service plan such as clinical treatment, counseling, or determining eligibility for health or human services/benefits. Six months of experience interpreting laws, rules, regulations, standards, policies, and procedures. Six months of experience in narrative report writing. Six months of experience using an automated information system to enter, update, modify, delete, retrieve/inquire, and report on data. Conditions of Hire Applicant must be legally authorized to work in the United States. All new hires must complete a satisfactory criminal background check. All new hires are required to attend the Statewide New Employee Orientation (SNEO) on their first day of employment. Position is covered by a collective bargaining agreement with the exclusive bargaining representative.
