Job Description and Duties
The Analyst II is responsible for fulfilling a variety of analytical assignments and providing technical support relative to numerous federally funded programs that impact individuals with developmental disabilities. The Analyst II will be responsible for the development and preparation of invoices and reports for the Home and Community Based Services programs (waivers, initiatives and state plan amendments) for individuals with developmental disabilities. Duties will include analytical and research assignments, management of databases, providing technical assistance on federal programs and researching complex programmatic issues. Other duties include billing of federal programs and analyzing monthly eligibility reports.
Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave. This position is eligible for geographic retention pay differential of $250.00 per month.You will find additional information about the job in the .
Working Conditions
Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time. All commute expenses to the reporting location will be the responsibility of the selected candidate.
Pursuant to California Government Code requirements, candidates must be residents of the State of California at the time of appointment.
This position requires lawful authorization to work in the United States. The Department does not sponsor employment visas for this position.
Work is performed in an open-spaced partitioned office environment. Job requires sitting for extended periods of time while using a computer or reviewing documents and working papers. Special Requirements
The Statement of Qualifications (SOQ) must be numbered in the same order as the following areas, typed in 12-point Arial font, single spaced, and be no more than two pages in length. Applicants who fail to answer the questions or submit an SOQ may not be considered.

Related to the duty statement, how does your background, experience, education and/or training make you a good fit for this position? Please include any experience with budgets, invoices, and reports.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Knowledge of: California developmental disabilities system and the services supports and needs of consumers; federally funded waivers, state plan amendments and other federally funded programs related to the developmental disabilities system; state and federal budgeting policies and procedures.
Ability to: Develop and maintain cooperative and constructive working relationships with other agencies, the community, and Department staff; work with professional personnel in the field relating to coordinating and developing services for persons with developmental needs; analyze situations accurately and take effective action. Communicate effectively; reason logically and creatively; analyze data and present ideas and information effectively; review and edit written reports; and establish and maintain project priorities.
