CONTRACT SPECIALIST

United States Fleet Forces Command

Summary You will serve as a CONTRACT SPECIALIST in the Request of Equitable Adjustments (REAs) and Claims Branch (Code 434), located in the Policy and Support (Code 4X2), Policy and Support (Code 430) within the Contracts Department (Code 400) of MID ATLANTIC REGIONAL MAINTENANCE CTR. Responsibilities You will perform both pre-award and post-award functions on contracts awarded internally or assigned to MARMC. You will perform certification surveys to qualify ship repair contractors throughout the United States for award of Master Ship Repair Agreements and Agreements for Boat Repair (MSRA/ABR). You will negotiate and settle matters under dispute, claims arising under the contract, changes as result of waiver and deviations, and other changes in work scope. You will review the dispute to identify allegations against the Government and the effect on the contractor’s cost and or schedule. You will review a variety of studies and analyses of contractor businesses and financial operations supporting MARMC's Corporate Administrative Contracting Officer (CACO). You will perform contract closeout processes by obtaining all necessary releases, obtains final audits and reconciles payments with allowable costs, and documents completion of all contract documentations. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying complex contracting regulations (e.g., FAR, DFARS, NMCARS) to develop acquisition strategies, conduct pre-award certification surveys (such as MSRA/ABR), and manage the full contract lifecycle. Experience utilizing cost and price analysis techniques to evaluate contractor proposals, analyze accounting systems, and develop robust pre-negotiation positions. Experience managing contract technical performance and interpreting complex contractual issues to resolve disputes, process claims, and negotiate Requests for Equitable Adjustments (REAs). Experience leading negotiations with contractors while demonstrating an extensive understanding of business operations, production processes, and estimating methods. Experience advising internal and external stakeholders through clear oral presentations and drafting concise official documents, such as negotiation memorandums, business clearances, and Contracting Officer's Final Decisions. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
