Contract Based Data AnalystPosition: Data AnalystLocation: Quincy, MassachusettsHire Type: Contract (6 months)Client: State of MASkills Needed: Data Warehousing,.net, Data Science, Commercial Skills Test Information System (CSTIMS), knowledge of SQL queries, working in technical data analysis, Knowledge of RMV database ATLAS, designing reports and dashboards.Job Description:This position is funded by grant funds awarded by the Federal Motor Carrier Safety Administration (FMCSA). As such, the Registry of Motor Vehicles (RMV) division is required to become compliant with specific federal regulations as a condition of grant funding. In this instance, the federal regulation is §384.229, which requires the RMV to become compliant with the Examiner Auditing and Monitoring regulation within its Commercial Driver Licensing (CDL) Road Skill Test program.The general requirements of this regulation are written into the responsibilities that will be required of this data analyst, and the specific requirements will be written into the Scope of Services upon hire.Duties and Responsibilities:Examine data in the Commercial Skills Test Information System (CSTIMS) and ATLAS to analyze pass/fail test data to determine reasons for CDL road test failuresTrack failures within each specific skills test component to include pre-trip inspection, maneuvers, and the road testDetermine how many attempts it takes for a road test applicant to pass the CDL road skill testAnalyze and document trends related to CDL training schools, road test training sites, and road skill test examinersDetermine length of time it takes CDL applicants to obtain a license, from written permit exam to issuance of CDL by RMVAnalyze and document how long it takes from the time an applicant requests a road test to their actual road skill test appointmentUsing analysis specific to training schools, make recommendations as to how they might better prepare their CDL students for the RMV road skill testing processProvide recommendations as to specific reports that would enable the RMV to monitor the Road Skill Test program on an on-going basisProvide the Commercial Motor Vehicle (CMV) Program Coordinator with actionable insights and analysis reports based on data, to support decision-making efforts toward program oversight and monitoring goalsCommunicate with, and present technical information to, non-technical stakeholdersGather and aggregate data to meet the business need of developing a program monitoring and oversight solutionAnalyze the reports currently provided by the American Association of Motor Vehicle Administrators (AAMVA) regarding CDL testing, determine their usefulness to program monitoring and oversight efforts, and suggest new or different reports for needed informationCreate a database and possibly reports that track the specific information needed to become compliant with FMCSA regulations around the RMV Road Skill Test programBecome familiar enough with CMV program to understand the data needed to address program deficiencies and create improvement, and how to access that data; specifically, the Entry Level Driver Training requirements and related databaseIdentify key performance indicators for the CMV program coordinator to measure the effectiveness of the Road Skill test programExplore large data sets to find usable informationRequirements:Bachelor’s degree in computer science, mathematics, economics, statistics, information management, or a related field preferredBasic knowledge of SQL queries and .NETFour years experience working in technical data analysis, data science, or data warehousing, preferably in a transportation-related fieldExperience designing reports and dashboardsStrong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracyAdept at queries, report writing, and presenting findingsExcellent communication skills including written, verbal, and presentationKnowledge of RMV database ATLASKiran View email address on click.appcast.io ARGYLL INFOTECH Inc Chicago, Illinois.
