Hill International is seeking a Sr. Program Manager in Los Angeles, CaliforniaThe Sr. Program Manager is responsible for leading complex capital programs and major construction projects from planning through design, permitting, procurement, construction, commissioning, ff&e implementation, and closeout utilizing the Construction Manager/General Contractor (CMGC) delivery method. This position serves as the primary client liaison and provides strategic leadership, technical expertise, and program oversight to ensure successful project delivery in accordance with budget, schedule, quality, and stakeholder objectives. The ideal candidate will possess extensive experience managing large-scale facilities, infrastructure, and mission critical projects utilizing varying delivery methods. Various other duties as required.IER Right to Work PosterE-Verify Participation PosterBachelor's degree in Construction Management, Civil Engineering, Architecture, Project Management, Facilities Management, or related field.Minimum 20 years of progressively responsible experience managing major facility construction projects.Demonstrated experience delivering ground-up facilities valued at $100 million or greater.Minimum 10 years of experience utilizing CMGC, CMAR, Design-Build, or other alternative delivery methods.Experience managing mission-critical, operations, emergency management, utility, transportation, public sector, or institutional facilities preferred.Professional Engineer (PE), Project Management Professional (PMP), Certified Construction Manager (CCM), Registered Architect (RA), or LEED Accredited Professional (LEED AP) certifications preferred.Experience with CMGC/CMAR delivery methods, building systems and facilities infrastructure, cost estimating and budgeting, GMP development and negotiation, scheduling software (Primavera P6, MS Project), project controls PMIS experience, BIM and digital project delivery tools, contract administration and claims management, commissioning and facility turnover processesPossesses executive-level communication skills, team leadership and mentoring, negotiation and conflict resolution, strategic planning, risk management, stakeholder engagementKnowledge of building codes and life safety requirements, public procurement regulations, environmental and sustainability standards, and OSHA and construction safety requirementsPreferred Experience for Facilities CMGC ProjectsCandidates should have direct experience managing: campus modernization programs, healthcare facility upgrades, airports and transportation facilities, civic and government facilities, laboratory and mission-critical facilities, deferred maintenance and infrastructure renewal programs, and occupied facility renovations requiring phased constructionThe salary range for this position is $250,000 - $300,000. Includes a deep understanding of program budget development and the ability to collaborate with the ownership stakeholder group to accurately capture all “owner side” budget elements to establish a full and complete owners program budget. Manage project goals, scope, schedule, budget, quality control, risk management strategies and performance metrics.Create and manage the contract deliverables matrix, ensuring its successful execution while holding the team accountable for meeting set objectives. Continuously evaluate and verify the scope of services to ensure alignment with Company’s contract terms.Monitor project progress, address any issues, proactively solve problems that could affect project delivery and provide regular executive-level reporting, presentations, and recommendationsProvide the required executive leadership necessary to lead a large team of subordinate employees, subconsultant team members and owner stakeholders in a high preforming setting to drive execution of the program through accountability, open collaboration and conflict resolution to achieve the project owners desired outcomes. CMGC Delivery ManagementManage the CMGC procurement and contractor selection process including RFQ/RFP development, evaluations to include scope gap assessments, contractor selection, and contract negotiations.Lead collaboration between the design team and CMGC contractor during preconstruction.Facilitate constructability reviews, value engineering workshops, and risk assessments.Coordinate development and negotiation of the Guaranteed Maximum Price (GMP).Ensure alignment among scope, budget, schedule, and operational requirements.Promote a partnering environment to minimize disputes and maximize project success.Design and Preconstruction OversightManage architects, engineers, and specialty consultants through all design phases.Review and validate operational requirements, space programming, and building systems.Oversee design quality, constructability, maintainability, and life-cycle value considerations.Direct cost estimating and budget validation efforts throughout design development.Construction AdministrationMonitor contractor performance related to safety, quality, budget, and schedule.Review and approve change orders, construction modifications, and project contingencies.Coordinate inspections, testing, commissioning, and regulatory approvals.Ensure successful turnover, occupancy, and operational readiness of the facility.Ensure compliance with applicable California building codes, public contracting requirements, labor compliance regulations, safety standards, and environmental requirements.Stakeholder EngagementCoordinate with executive leadership, facilities personnel, operations staff, technology teams, and end users.Manage communication with public agencies, permitting authorities, utilities, and community stakeholders.Facilitate project meetings, decision-making sessions, and executive briefings.Identify project risks and develop mitigation strategies to support successful project delivery.Financial ManagementDevelop and manage the overall project budget.Monitor expenditures, forecasts, contingencies, and cash flow.Identify and mitigate financial and schedule risks throughout project delivery.Posting Date: 2026-08-27
