Position Title: Junior-Level Monitoring and Evaluation Specialist

Department: Monitoring, Evaluation, Research, and Learning

Location: Washington, DC.

Report To: Team Leader

Type: Full-time

Classification: Exempt

Clearance Required: Secret clearance

Citizenship Required: U.S. Citizen

Overview: IBTCI is seeking a Junior-Level Monitoring and Evaluation Specialist for a Department of State Bureau of Counterterrorism (CT) Foreign Assistance Performance Evaluations contract proposal. If awarded this contract, IBTCI will conduct performance evaluations of CT’s programming and produce reports providing findings, conclusions, and recommendations on how to maximize program effectiveness and return on investment. The contractor will be expected to complete at least three evaluations per year.

This is a one-year contract with two option years.

This is a full-time position contingent upon award.

Essential Duties/Tasks and Responsibilities:

The Junior-Level Monitoring and Evaluation Specialist will provide technical support for all activities under this task order.

Required Knowledge, Skills and Abilities:

• Ability to effectively work within a team
• Demonstrated experience with foreign assistance, as well as a thorough understanding of CT’s policies and strategic objectives.
• Demonstrated awareness of monitoring and evaluation policies of the Department of State.
• Ability to effectively interact with clients and stakeholders
• Previous Department of State evaluations experience strongly preferred.

Minimum Requirements:

• At least one (1) year of relevant experience
• Experience in designing and conducting large-scale evaluations, preferably involving law enforcement, counterterrorism and/or security assistance initiatives, internationally.
• Proven track record in leading, coordinating, and delivering comprehensive, large-scale monitoring and evaluation activities.
• Awareness of monitoring and evaluation policies of the Department of State.
• Experience with evaluation of security assistance, preferred.
• Proven ability to deliver quality written and oral products
• Active Secret Clearance

Education : Bachelor’s degree in a relevant field. Master’s degree preferred.

Working Environment: Work is typically performed in an office environment, with some time spent in the field.

Supervisory Responsibility: This position has supervisory responsibilities of a team of individuals and subcontractors.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Travel: International travel may be required.

Pay Transparency Statement: We are dedicated to ensuring a thoughtful, compliant, and equitable approach to employment compensation. Our commitment includes conducting a comprehensive salary analysis that considers individual skill sets, qualifications, business needs, internal compensation data, and industry and labor market surveys. The anticipated pay range for this position is $70,000 - $75,000 USD annually.
