ABOUT THE AGENCY
The Orange County Mosquito and Vector Control District (the District) is an independent special district dedicated to protecting public health by controlling rats, flies, mosquitoes, Red Imported Fire Ants, and other vector related problems. The operation of the District is overseen by a District Manager and Board of Trustees comprised of 35 members, each appointed by their city of residence (34) with one member representing the County. The District has a full-time staff of 69 employees and a seasonal staff of approximately 70 employees that assist in the day-to-day operations.
DEFINITION
Under general direction, plans, organizes, manages, and evaluates District operations programs and field activities. Supervises assigned operational staff and supervisors. Allocates resources, coordinates staffing, and oversees day-to-day operational priorities. Participates in budget development, program analysis, reporting, and procedure development.; Coordinates complex operational and public health response activities. Ensures compliance with applicable regulations, policies, and District priorities. Provides technical and operational recommendations to executive management. Performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives administration direction from Assistant District Manager and District Manager. Exercises direct supervision over professional, technical and administrative support staff through subordinate levels of supervision.
CLASS CHARACTERISTICS
This is a management-level classification responsible for planning, organizing, directing, and evaluating multiple District operations programs and activities. The incumbent exercises broad discretion and independent judgment in the administration of operational programs, including resource allocation, staffing, budgeting, operational planning, emergency response coordination, program implementation, and personnel management through subordinate supervisors and staff. The position serves as the District's senior operational manager and is responsible for ensuring the efficient and effective delivery of operational services consistent with District goals, policies, and regulatory requirements.
The Operations Manager develops recommendations regarding operational priorities, program improvements, budget needs, staffing levels, performance measures, and operational strategies, and provides technical and operational expertise to executive management. The incumbent independently resolves complex operational issues affecting multiple programs and directs operational response activities during public health emergencies and other critical events. Matters involving District-wide policy, long-range strategic direction, contract execution, major disciplinary actions, and final budget approval are referred to higher-level management.
An employee in this classification may be assigned responsibility for the management and coordination of one or more operational programs or functions based on District needs at the time of appointment. This position is designated as exempt from overtime provisions of the Fair Labor Standards Act (FLSA) and serves at the will of the District. Employment may be terminated by either the employee or the District at any time, with or without cause or advance notice, subject to applicable law.
Essential Functions
Any combination of education and experience equivalent to five (5) years of progressively responsible vector control or public health field operations experience, including three (3) years of supervisory or lead responsibility, and a bachelor's degree in a related field may be considered qualifying. Additional qualifying experience may substitute for the required education on a year-for-year basis.
Paid Vacation - All Administrative Management employees shall accrue 120 vacation hours per year, 160 hours at three (3) years, and up to a maximum of 200 hours at seven (7) years of employment and beyond.
Sick Leave - Ninety-six (96) hours per year are earned on an accrual basis commencing from date of hire.
9/80 Schedule - The District offices are open Monday - Thursday, from 7:00 a.m. - 4:30 p.m. and Friday from 7:00 a.m. - 3:30 p.m. Employees work a 9/80 schedule which includes two (2) rotating shifts with every other Friday off. May be assigned to work a varied schedule including weekends, evenings, and holidays.
Holidays - All District employees receive twelve (12) paid holidays per year and two (2) Floating Holidays (18 hours) - 1 Floating Holiday if hired after 6/30/2024. Employees may be assigned to work a varied schedule including weekends, evenings, and holidays.
Tuition Reimbursement - Employees may receive up to $2,500 per fiscal year to attend accredited colleges. Preapproval from supervisor required.
Insurance - Medical, Dental, & Vision - The District contributes a monthly allowance ranging from $1,350 to $2,145 per month (or cash in lieu of benefits $600) dependent upon the employee's level of coverage. This allowance is to be used toward medical, dental, or vision premiums. Medical coverage includes choice of any of the area health plans offered by CalPERS (California Public Employees' Retirement System). Dental & Visions is fully covered for employee only coverage.
Life Insurance and Other Coverage - Administrative Management employees are eligible to receive a term-life policy of $100,000 with premiums paid by the District. Accidental death and dismemberment (AD&D), short-term and long-term disability coverage are also provided at the District's expense. Section 125 and 129 flexible spending accounts are also available.
Auto Allowance - Directors receive a monthly auto allowance in the amount of $400. Those designated as Managers receive $250 per month. Executive Leave - Directors receive 60 hours of administrative leave per calendar year. Educational Pay - Executive Management employees who have exceeded the educational requirements of their classification may be eligible for an educational incentive pay of 2% for a Certificate by professional organization that requires an exam and annual continue education, or 4% for a Master's degree, or CPA.
Retirement - The District is a member of CalPERS (California Public Employees' Retirement System). For new full-time employees, the District provides a 2% at age 60 for "Classic" Members; 2% @ 62 for "PEPRA" Members retirement benefit. Full-time District employees do not pay into the Social Security System except for the Medi-care deduction.
Deferred Compensation - The District provides a $250 per pay period matching deferred compensation benefit. MissionSquare Retirement and Nationwide are the 457 Deferred Compensation providers. Bilingual Pay - Eligible employees will receive $40.00 a pay period. FLSA Exempt - Administrative Management employees are exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act (FLSA).

- Directs operational response activities involving vector borne disease incidents, elevated area responses, public health emergencies, and other critical operational events. Coordinates staffing, equipment, treatment resources, and interagency communication to ensure timely and effective response.
- Directs operational support activities involving facilities, fleet, equipment, and infrastructure necessary for effective service delivery.
- Coordinates environmental management regulatory compliance activities as assigned, including permit-related requirements, coordination with partner agencies, and facilitation of remediation and/or mitigation actions when needed.

- Possession of, or ability to obtain by time of appointment, a valid California driver's license by time of appointment.
- Certification in Public Health Vector Control Categories A-D, as required by the California Department of Public Health are a condition of continued employment.
