Assistant Program Manager

Job Summary This position is located in the Department of Youth Rehabilitation Services (DYRS), Secure Programs division. DYRS’ mission is to improve public safety and provide court-involved youth the opportunity to become more productive citizens by building on the strengths of youth and their families in the least restrictive, most home-like environment consistent with public safety. The Assistant Program Manager will review, assess and analyze secure programs and service delivery performance outcomes, provide leadership in oversight and monitoring of quality assurance and levels of intensity classifications, develop and implement strategies to enhance program and service delivery and make recommendations on policies, procedures and practices that promote quality programs and services for the success of committed youth and their families. Major Duties and Responsibilities Responsible for reviewing, assessing, and analyzing information impacting the administration of programs and service delivery within the Secure Programs division. Create and evaluate strategies for monitoring and evaluating performance outcomes of secure program services and delivery. Organize and lead workgroups to help standardize service delivery. Evaluate effectiveness of programs, provide timely feedback regarding performance, and make recommendations for changes and improvements. Provide training and technical assistance for internal and external stakeholders. Make recommendations for policy, procedural, and programmatic changes based on research and best practices. Provide oversight of quality assurance and develop and implement plans and processes to ensure program efficiency. Devise a system of controls, maintain accurate records of monitoring activities, conduct audits of secure programs, services, and placements consistent with intensity classifications. Monitor all incident reports filed by secure programs. Collaborate with stakeholders to resolve problems and complexities that may affect safety of youth, families, and community. Qualifications and Education Specialized experience: one (1) year of specialized experience that is equivalent to at least the next lower grade level. Experience should have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, typically related to the work of the position. Licenses and Certifications None. Working Conditions / Environment Work is performed in a juvenile detention facility. Some degree of hazard may be present in working with high-risk youth in custody with histories of aggressive conduct and disruptive behavioral problems. Other Significant Facts Tour of Duty: 9:00 AM - 5:30 PM, Monday to Friday. Work may vary depending on administrative duties and program needs due to 24/7 secure facility. Pay Plan, Series and Grade: MS-0340-13. Promotion Potential: No known promotion potential. Collective Bargaining Unit: This position is not in a collective bargaining unit. Duration of Appointment: MSS At-Will. Positions in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. Position Designation: The incumbent will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel regulations, Suitability. This position has been designated as safety-sensitive. Essential Designation: This position is designated as Essential pursuant to Chapter 12 of the DC Personnel Regulations, Hours of Work, Legal Holidays, and Leave. Residency Preference: Must maintain bona fide District residency for 7 consecutive years from effective date of employment. Proof of residency required; failure forfeits employment.
