Position is located on site in San Diego, CA.


Job Overview

The Site Safety and Health Officer (SSHO) is responsible for developing, implementing, and maintaining a safety program that aligns with regulatory systems, contract strategies and organizational policies and procedures. The purpose of the SSHO is to protect the people, the environment, property, financial and other company, and customer resources. The incumbent advises on changes and their implementation and provides training, tools, and techniques to enable others to achieve safe work practices and environments. The SSHO is accountable for partnering with department leaders to identify and train staff on behaviors and work-flows that mitigate and manage risk. This position is designed to establish and maintain a strong safety culture through awareness and commitment, while mitigating risk factors, for operations and maintenance; logistics and transportation; and all supporting contract departments.


Responsibilities

Essential Job Duties:
  • Develop, implement, and maintain Accident Prevention Plans designed for ensuring compliance with contract requirements, governing regulatory authorities and company policies.
  • Acts as primary point of contact for all safety incidents; maintains accurate, organized, confidential case files.
  • Conducts meetings to investigate incidents, report on findings and recommend actions.
  • Acts as primary point of contact to advise, review and accept all contractor safety plans.
  • Ensure compliance with safety procedures through inspections, employee training and evaluations while keeping abreast of any changes to laws and regulations that impact the organization.
  • Ensures a high level of internal and external customer service. Investigates and establishes corrective actions for issues and complaints relating to safety and risk.
  • Executes data-driven programs and analyses that identify, measure, and monitor risk and safety exposures. Produce recommendations and implement strategies.
  • Leads preparation and participation in compliance audits; ensures ongoing compliance with processes, policies, record keeping, reporting, etc.
  • Effectively and actively utilizes online safety records management database to manage incident, near miss and training records.
  • Executes data-driven programs and analyses that identify, measure, and monitor risk and safety exposures.
  • Performs required administrative safety functions, including maintaining safety records, preparing and submitting required reports and documentation, tracking corrective actions, managing training and compliance records, and completing other safety-related administrative tasks necessary to support contract and company requirements.
  • Serves as Acting SSHO at the contract site level, as needed, to ensure continuity of safety oversight, compliance, and required safety program implementation.
  • Efficiently and effectively coordinates multiple tasks and/or projects simultaneously.
  • Developing, reviewing, and approving Activity Hazard Analyses (AHAs) to identify hazards, establish appropriate control measures, and ensure compliance with applicable safety and contract requirements.
  • Provides clear and decisive written and oral communication.
  • Maintains a high degree of professionalism and works well with all levels of the organization.
  • Operate company vehicle.
  • Adheres to established company safety personnel and standard operating procedures and policies.
  • Performs other duties as assigned.
Salary Range: $120k - $130k

Job Requirements

Mandatory:
  • Ten (10)+ years of progressive experience with similar site.
  • Five (5) years of relevant experience, in addition to holding a CSP (Certified Safety Professional) certification or a degree in Safety and Health.
  • OSHA 30 Certification (Construction or General Industry).
  • Current EM 385-1-1 (40) hour Certificate or obtain the certificate in first 90 days of employment
  • Demonstrated experience in the following:
  • Drafting safety policies, procedures and/or training documents.
  • Investigations, root cause analyses, and corrective actions.
  • Risk considerations associated with safety plans, work activities, and equipment usage.
  • Developing, reviewing, and approving Activity Hazard Analyses (AHAs) to identify hazards, establish appropriate control measures, and ensure compliance with applicable safety and contract requirements.
  • Use of operational metrics to measure a variety of safety stats and/or cost performance.
  • Basic project/task management skills.
  • Safety Management Software experience.
  • Good working skills in the use of Microsoft Office Suite Programs, particularly Word and Excel.
  • Excellent written and oral communication skills.
  • Mature judgment and ability to work with minimal supervision.
  • Ability to lift 50 pounds.
  • U.S. Citizenship.
  • Valid state independent driver's license with a suitable driving record.
  • Ability to pass pre-hire background and drug screen.
  • Ability to obtain base access (DBIDS)
  • Up to 10% travel.
Physical Requirements:
  • Work is typically sedentary performed in an office setting.
  • Medically and physically able to wear a respirator.
  • Incumbent should be able to sit for extended periods of time.
  • Must be able to stand, walk, talk, hear, and write.
  • Occasional lifting, handling, or shifting of objects weighing up to 50 pounds may be required.
