Assistant County Administrator / Human Resources Director

Glenn County is hiring an executive to support County operations through a dual-role position as Assistant County Administrative Officer and Human Resources Director. Reporting to the County Administrative Officer (CAO), this onsite role offers the chance to lead the Human Resources Department, partner on organization-wide strategy and labor relations, and provide executive oversight for General Services including Fleet, Facilities, and Information Technology. What you'll do Assist the CAO in planning, directing, and coordinating County operations and strategic initiatives. Act on behalf of the CAO in their absence or as delegated. Provide staff support to the Board of Supervisors, including agenda development, presentations, and policy recommendations. Lead or support complex, high-impact organizational initiatives and special projects. Human resources leadership and labor relations Direct and administer all County human resources functions, including classification and compensation , recruitment and selection , and labor and employee relations . Oversee disciplinary processes and investigations , as well as leave management and accommodation (IAP) processes . Drive policy development and compliance and serve as the County's chief labor relations representative or lead negotiator. Ensure compliance with federal and state employment laws and regulations. Advise department heads and executive leadership on sensitive personnel matters. General Services executive oversight Provide executive oversight of Countywide internal central service departments. Ensure efficient, cost-effective delivery of services supporting County operations. Coordinate capital planning, facility maintenance, fleet operations, and IT infrastructure planning. Align General Services functions with County strategic and budget priorities. Budget, workforce strategy, and stakeholder engagement Work closely with the CAO and fiscal staff in development and administration of the County budget. Participate in long-range financial planning and resource allocation strategies. Monitor departmental budgets under assigned areas of responsibility. Develop, analyze, and implement County policies, procedures, and organizational structures. Provide strategic guidance on workforce planning, succession planning, and organizational design. Conduct studies and prepare reports on administrative, fiscal, and operational issues. Represent the County in meetings with employee organizations, outside agencies, and community stakeholders. Maintain effective working relationships with department heads, elected officials, and external partners. Requirements Bachelor's degree from an accredited college or university in public administration, business administration, human resources, social work, or a closely related field. Five (5) years of progressively responsible management experience in public sector administration, human resources, or a closely related field, including significant experience in supervision and organizational leadership. A Master's degree in public administration, business administration, law, or a closely related field may substitute for one (1) year of required experience. Salary and location Salary: USD 164,840 - 200,366 per yearly Location: 525 W. Sycamore Street, Willows, CA 95988 (onsite) Benefits 13 paid holidays per year. Vacation: 88 hours (approximately eleven working days) per year during the first two years of service; 128 hours (approximately sixteen working days) per year during years 3 through 12; 168 hours (approximately twenty-one working days per year) after twelve complete years of service. Sick leave: 96 hours (approximately twelve working days) per year of paid sick leave. Longevity differential (total of 13%). Bereavement leave: 40 hours with pay for each instance for immediate family members. Health plan: Glenn County contracts with PERS for medical insurance (choice of four PERS medical insurance plans; 1 HMO and 3 PPOs). The County pays a portion of the medical insurance premium based on the carrier and the amount of the total premium. Vision plan: County pays the employee premium for a vision plan with EyeMed. Life insurance: County pays the premium on a $50,000 Term Life Insurance policy for regular County employees.
