Property Research Analyst

The general function of this position within the organization is to support the operation of the Chief County Assessment Office in its statutory role of maintaining accurate property and assessment information. Must be comfortable working with the public on tax-related topics that can at times be emotionally charged. Needs strong communication skills, strong customer service skills, and is comfortable with complex data entry and analysis of complex legal documents. This list represents the essential functions performed by the position. Employees may be assigned additional duties by management as required. Work with homeowner property tax exemption records, including processing of applications and accurate data entry, scheduling activities/appointments, creating correspondence and documents, maintaining automated and manual spreadsheets and reports. Work with valuation appeals, including public interaction, to assist with the filing of appeals. Must be able to schedule hearings for appeal cases and process the Board’s decisions. Work with property transfer documents, including reading and understanding legal descriptions and entering property transfer data accurately into the county’s central assessment system. Need to check and code documents as they relate to State guidelines. Maintain confidentiality on documents reviewed. Answer and route phone calls. Comfortable with working under the pressure of deadlines. Frequent interaction with other County Departments, Department Heads, and Elected Officials. Preforms Customer Service functions to include communicating with the general public, communicating exemption information; adjusting complaints, referring customers to the proper resources, supplying low to moderately technical information and or providing answers that require interpretation of a well-defined standard and rules as set forth by the Illinois Department of Revenue’s Tax Code or the Chief County Assessment office. Assist with special projects. All other related duties as assigned.

“Communications” involves the ability to read, write, and speak. Reads technical instructions, charts, and or procedures manuals; speaks compound sentences using standard grammar. Needs to compose letters using standard grammar.COMPLEXITY OF WORK
“Complexity of Work” addresses the analysis, initiative, ingenuity, creativity, and concentration required by the position and the presence of any unusual pressures. Performs coordinating work involving guidelines and rules with constant problem solving; requires continuous, close attention for accurate results or frequent exposure to unusual pressure.EQUIPMENT USAGE
“Equipment Usage” refers to inanimate objects such as substances, materials, machines, tools, equipment, work aids, or products. A thing is tangible and has shape, form, and other physical characteristics. Handles machines, tools, equipment, or work aids (i.e., general office equipment, etc.) involving little or no latitude for judgment regarding attainment of standard or in selecting appropriate items.EDUCATION AND EXPERIENCE REQUIREMENTS
EDUCATION REQUIREMENTS
Requires a High school diploma or a general education degree (GED) equivalent. LICENSES, CERTIFICATIONS, AND REGISTRATIONS REQUIRED Requires none as of hire date. Expectation to complete certification for Certified Illinois Assessment Officer (CIAO) within 4 years of hire date and a willingness to maintain the continuing education requirements necessary as outlined by the Illinois Property Assessment Institute (IPAI). EXPERIENCE REQUIREMENTS Requires some knowledge of modern office practices, procedures, and equipment; spelling, punctuation, and grammar; PC operations and software (word processing and spreadsheet), IasWorld/Tyler Technologies system experience is highly desirable.PHYSICAL DEMANDS
“Physical Demands” refers to the requirements for physical exertion and coordination of limb and body movement. Light work that involves walking, standing or sitting. May exert up to 25 pounds of force or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy.SENSORY (ADA) REQUIREMENTS
