Program Specialist

Please note : The salary range listed in this job description is a base salary. Applicants eligible for years-of-service adjustments or shift differentials may exceed salary range listed above. This position will be located at 1730 E. Elm Street, Jefferson City, Missouri. Work hours are Monday – Friday 8 a.m. to 5 p.m. Responsibilities This position ensures appropriate data entry into federal Resource Conservation and Recovery (RCRA) Info tracking database for financial assurance information as specified in Performance Partnership Grant (PPG) Work Plan. Coordinate inspection paperwork submission with the regional offices and central office team members. Perform ongoing inspection and enforcement quality checks and data reconciliation between databases. Make necessary corrections in the Missouri Resource Conservation and Recovery Act (MORCRA) database and clearly identify problems and work with program team members and the U.S. Environmental Protection Agency when necessary to assure corrections to databases are completed and data flows to the national database. Reviews and analyze financial assurance documents/instruments (e.g., financial statements, letters of credit, surety bonds, insurance policies, etc.) providing related guidance to facilities and financial institutions in support of regulatory obligations for closure, post-closure third party liability, and corrective action financial assurance. Serve as primary contact and project lead for oversight of funds placed in trust as a result of bankruptcy recoveries including analysis of expenses, maintenance of cost ledgers, coordination of annual budget approvals, budget reporting and cost accruals to the Environmental Remediation Program (ERP) Hazardous Waste Fund. Skills Regulations, and Guidelines: Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence. Analysis and Assessment: Uses information technology in accessing, collecting, analyzing, maintaining, and disseminating data and information. Flexibility: Is open to change and new information; rapidly adapts to new information, changing conditions, or unexpected obstacles. Education Requirements Bachelor’s degree and 1-3 years of relevant experience.
